ABOUT THE COMMISSION:
The United States Sentencing Commission is an independent federal agency in the Judicial Branch of government consisting of seven members appointed by the President and confirmed by the Senate and two non-voting ex-officio members. The agency staff consists of approximately 100 employees. The Commission develops and revises guidelines for federal district court judges to consider in sentencing offenders convicted of federal crimes. The Commission monitors and evaluates the use of the guidelines, conducts research and education programs on guideline application and sentencing matters generally, produces sentencing-related reports, and recommends improvements in federal sentencing practices and policies. ABOUT THE OFFICE OF RESEARCH AND DATA (ORD):
ORD is the largest unit in the Commission, with approximately 45 employees. ORD staff collect data from sentencing documents which are submitted electronically by federal courts around the country. ORD staff provide statistical analyses to the Commissioners about the nature and extent of federal crime, the people who commit those crimes, and how the federal sentencing guidelines are applied in criminal cases. ORD's analyses are a key part of the Commission's decision-making process about changes to the guidelines. ORD analyses are also used in various publicly available publications such as the Sourcebook of Federal Sentencing Statistics, Quarterly Sentencing Updates, Quick Facts, and various reports to Congress.

Applicants must have demonstrated work experience related to the mandatory requirements. Applicants must possess a post-graduate doctoral degree (i.e., Ph.D. or equivalent) in criminology, sociology, criminal justice, psychology, or a closely related empirical social science.
Applicants must have a minimum of five years of extensive research experience, upon completion of their doctorate program, which is in or directly related to the line of work of this position and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of this position.
Applicants must have demonstrated work experience related to the mandatory requirements listed below. Highly competitive applicants will have experience and/or education in all or most of the following areas:
(1) Detailed knowledge of advanced statistical and research procedures, including familiarity with theoretical, methodological, and practical issues concerning social science research on criminal justice and corrections issues.
(2) Demonstrated knowledge of and experience with standard statistical analysis packages (e.g., SAS or SPSS) and/or data management programs (e.g., Oracle) and advanced knowledge of statistical techniques.
(3) Demonstrated ability to design methods for collecting, analyzing, and checking the accuracy of data with multiple variables.
(4) Demonstrated ability to articulate (verbally and in writing) complex problems and to present solutions in clear and concise terms for decision-making.
(5) Experience in preparing and writing reports about research on criminal justice and corrections issues. Ability to effectively develop and present information tailored to a variety of audiences, including judges, attorneys, academics, and Members of Congress. Experience in presenting research findings in public forums.
(6) Demonstrated ability to work with senior officials in a dynamic and fast-paced environment. Ability to develop and maintain harmonious and effective working relationships with employees in a variety of Federal organizations and interest groups.
Strong preference will be given to applicants with a background in criminal justice research who possess project management and/or supervisory experience.
The Commission participates in the following federal benefits: The Federal Employees Health Benefits (FEHB) program; the Federal Employees Dental and Vision Insurance Program (FEDVIP), the Federal Employees Group Life Insurance (FEGLI) program, federal retirement, the Thrift Savings Plan (TSP), and the federal leave program. The Commission offers a monthly transit subsidy to employees who use mass transit to commute to and from work, subject to the availability of funds. The Commission offers alternative work schedules (AWS), which are fixed work schedules that enable full-time employees to complete the basic 80-hour biweekly work requirement in less than 10 workdays as well as the option for regular or situational telework. Employees are eligible for situational telework immediately. After successful completion of a one-year probationary period, employees are eligible for a regular telework up to three or four regular established days each pay period, depending on whether the employee also participate in AWS.

- All new Commission employees must identify a financial institution for direct deposit of pay before appointment, mandated by the Federal Compensation Act.
- All new Commission employees, those converted from a temporary appointment to a permanent appointment, and all rehired former Commission employees are required to serve a one year probationary period.The probationary period begins on the effective date of the employee's appointment, conversion, or rehire.
- If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
