Vice President, Human Resources
The VP of Human Resources is responsible for directing all of the employee functions of the organization, including benefits, employee relations, recruitment and training, according to Dunbar policies and practices and the labor laws and regulations which govern employment. The incumbent is accountable for the strategic human resource planning resulting in attracting and retaining the best talent available, in the positions most critical to the organization, in an environment conducive to professional growth and development. The position is guided by the objective of establishing the company as the employer of choice through executing the best human resources practices within the industry. This position reports to the Chief Operating Officer and is located in our Corporate Headquarters in Hunt Valley, MD. Essential Functions:* Sets the direction of the department by translating organizational strategic and tactical business plans into human resources strategic and operational plans-stays focused on the company mission and vision.* Practices transformational leadership by promoting team-building and collaboration both internal and external to the department.* Establishes department credibility throughout the organization by and through high quality service to the field, effective listening, problem solving, responsiveness, and partnering with operational leadership.* Establishes standards for recruiting, hiring, and human resources onboarding processes ensuring efficiency, equity, and effectiveness.* Protects the interests of employees and the company according to human resources policies and governmental laws and regulations. Monitors updates to regulations, passage of laws and ordinances, and determines the impact on company operations.* Identifies human resources local, state, and federal compliance requirements such as I-9 compliance, Equal Employment Opportunity (EEO) reporting, Wage and Hour, Employee Retirement Income Security Act (ERISA), and directs the preparation of information requested or required for compliance. * Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote optimal employee morale.* Establishes wage and salary structure, pay policies, performance appraisal programs, employee benefit programs and services, and company wellness programs--monitors compensation and benefit programs for effectiveness/cost containment. * Enhances, develops, implements and enforces HR policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization. In particular, serves as the principal advisor to the Information Technology department for the human resource information systems database.* Develops human resource planning models to identify competency, knowledge and talent gaps and develop specific programs to fill the identified gaps. Areas of activity will include: Talent Management, Training and Development and General business development programs.Job Specifications:* Master of Science Degree in Human Resources, Business Administration or related field.* 15 years of HR Practitioner and leadership experience in positions of progressively increased responsibility, 8 years of experience at the HR director level or above.* Superior business acumen having practiced budget management, cost/benefit analysis, and having applied metrics to measure business effectiveness.* Previous experience providing HR services to a geographically distributed workforce.* Outstanding project management skills from inception to implementation.* Advanced computer skills to include mastery of Microsoft Office, Database Management, and Presentation skills.* Experience as a change agent from introducing a concept.* Critical and analytical thinking skills; Strong problem solving skills a must.* Superior written and verbal communication skills. * Travel as needed.Dunbar is proud to be an Equal Opportunity Employer - Minority/Female//Disabled/Veteran.
