  • Program Requirements: You must have obtained a qualifying Associate's, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from a qualifying educational institution within the previous 2 years. Veterans (precluded from applying due to military service) must be appointed within 6 years of receiving their degree or certificate.

    Qualification requirements must be met within 30 days of the job announcement closing date.

    Experience:

    You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-7 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as procuring supplies and services, providing budget, financial, travel, and personnel management support; and performing other administrative functions

    Or Education:

    Master's or equivalent graduate degree

    or

    2 full years of progressively higher level graduate education leading to such a degree

    or

    LL.B. or J.D., if related

    Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

    One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

    Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    PROGRAM COMPLETION AND CONVERSION ELIGIBILITY:


    Program participants MAY be converted (without a break in service) to a term, career, or career conditional appointment upon completion of program requirements. 

    To be eligible for conversion, Recent Graduates must:

    • Complete one continuous year of work experience acquired through a Recent Graduate Program.
    • Complete 40 hours of formal interactive training.
    • Meet the qualification standards for the position to which the Recent Graduate will be converted. 
    • Meet any agency-specific requirements specified in the Participant Agreement.
    • Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first-level supervisor.

    You will be evaluated for this job based on how well you meet the qualifications above.

    Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

    • Knowledge procuring goods and services, preparing contracts and purchase orders, and negotiating with vendors.
    • Knowledge to verify the availability of funds and payment data using an automated financial system.
    • Knowledge of general administrative concepts, principles and practices to perform administrative and clerical support functions independently.
    • Skill in written communication to include knowledge of proper grammar, spelling, punctuation and style requirements to compose correspondence, reports and other written materials.
    • Knowledge to use an automated travel system to prepare travel authorizations (including making all necessary reservations) and vouchers.
    Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

    Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.

    Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.

    Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

    This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
