Provides technical, administrative, and operational leadership to assigned project or tasks.


  1. Provides technical, administrative, managerial, and operational leadership to assigned task(s), including contract and subcontractor management.

  2. Supervises, tasks, and manages assigned staff of six or more technical personnel supporting IT, satellite and wireless communications, and network operations over a wide geographic area of responsibility.

  3. Participates in the development and execution of technical project plans, proposals, reports, and task order and administrative reporting.

  4. Develops plans, including budgets and schedules, and monitors tasks to meet contractual/project requirements for assigned program.

  5. Performs high-level technical services on assigned task(s)

  6. Conducts planning, provides recommendations, prepares and briefs status to the client (O-6 level and above) on task workload/status while providing and capturing data for Cyber & IA meetings as required.

  7. Attends customer meetings and serves as primary client liaison while also reviewing and visiting supported sites as needed.

  8. Interacts with vendors, other agencies, and other client staff on behalf of the client.

  9. Coordinates development of deliverables and products.

  10. Ensures quality assurance of project deliverables, coordination, assistance with logistics elements for incoming and outgoing equipment.

  11. Maintains current knowledge of relevant technology as assigned, assist with customer issues as needed and may act as alternate COMSEC administrator.

  12. May perform business development activities.

  13. Serves as technical and budget subject matter expert client decision makers, recommends courses of action and identifies areas for further investigation.

  14. Generates recommendations in the form of technical and financial briefings, reports, and other major documents provided to senior level client personnel.

  15. Identifies emerging relevant technologies that may result in improvements and cost savings to current processes and systems.

  16. Writes and updates standard operating procedures for SAS, Spend Plan, CFSR B016, Budget, Bid vs. Actuals Report, Materials Report, Travel Report, and other program finance related functions. Documentation: Including system procedures, presentations, training materials while validating emergency restoration and recovery procedures for the primary data center.

  17. Participates in special projects as required.

The work is typically performed in a deployed, hazardous environment, which requires elevated precautions; work may require additional physical effort in the handling of materials, use of Military Air and ground transportation, and use of Personal Protective Equipment.

Education 1.  Bachelor’s Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

2.  8-10 years of related experience, including supervisory experience.
3.  Professional certification (PMP) preferred.

    Effective management skills.

    Effective administrative and organizational skills.

    Ability to manage multiple task simultaneously.

    Must be capable of obtaining and maintaining a TS/SCI Clearance.

    MS Project skills preferred

    ITIL V3 Foundation, PMP, and CISSP certifications preferred.

    Additional specific certifications may be required.

    This position requires long-term deployment (one-year minimum) to austere locations worldwide.

    Duty hours are 7x10 hours daily (70 hours weekly).

    Candidate must pass physical and maintain deployable status.
