General Dynamics is currently looking for a Senior Program Analyst.  The CCO Senior Program Analyst is responsible for providing leadership and expertise in project management activities for internal or customer-facing projects including developing, monitoring, and evaluating the progress of project work plans; recognizing and reducing potential project risks and by creating an atmosphere of open communications within the project team.


  • Applies to the CCO program's project and management procedures in planning, scheduling, implementing, cost-estimating, and risk assessment associated with the development and implementation of projects and initiatives.
  • Leads/manage large, high-profile, or high-risk internal or customer-facing initiatives and projects.
  • Provides project management and expertise and assists functional area leads in ensuring projects adhere to established best practices, methods and standards.
  • Leads the development of risk mitigation and contingency strategies.
  • Leads/Facilitates efforts to develop high quality documentation and customer deliverable, which may include the development of white papers, proposals, and contract modifications. Edits or proofreads material for purpose, clarity, completeness, grammar and consistency between documents. Critiques documents from the recipient's perspective, ensuring that the message is clear, appropriately stated, and that the information is accurate. May be asked to participate in/lead and presentation of information across all levels of the organization or to the customer.
  • Ability to multi-task and be flexible, work in changing environment, must be able to handle demands of managing concurrent projects of various size and scope and complete high quality work.
  • Leads collaboration effort with cross functional teams to update existing program documentation (plans, presentation, standard operating procedures, metrics/measures, spreadsheets, etc.). From a documentation perspective, may serve as primary point of contact/liaison to customer or its contractors.
  • Monitors requests/proposals for efforts that are out of scope. Alerts program managers and contracts staff of potential scope issues. Keeps abreast of changes to industry best practices, tools, templates, and technologies related to project management and looks for opportunities to improve program performance. Makes recommendations to program management for initiating best practices, updating current tools and templates, and providing professional development opportunities to team members.
  • Maintains a thorough understanding of CCO scope, processes, and customer hot buttons. Uses subject matter experts to verify information including cross-functional dependencies and risks. Serves as a resource for the program on corporate initiatives.
  • Revises, rewrites, or reorganizes written materials to ensure conformance with GDIT standards and customer requirements.
  • Serves as a liaison between the program management staff, Operations, and other functional areas (e.g. technical staff/subject matter experts) supporting the program by promoting communication and assisting in troubleshooting and process improvement/cost reduction activities. Leads workgroups to gather information or develop strategies.
  • Participates in and may facilitate meetings and conference calls with cross-functional teams. Meetings may include the customer and its contractors.
  • Performs administrative activities associated with projects including scheduling and facilitating meetings, creating of the meeting documentation, forecasting efforts, status reporting, etc. Identifies opportunities to improve current processes or implement processes/reduce costs and may lead these efforts to implementation.
  • Trains and mentors others in project management methodology and processes.
  • Complies with program security requirements.
  • Adheres to ethical business standards and practices.
  • May serve as successor to manager.
  • Other duties as assigned.
  • Bachelor's degree or business experience equaling a degree is required.
  • Professional level (exempt) experience (e.g. 3-4 years) in leading medium to large projects is recommended
  • Demonstrated ability to organize, plan, coordinate, and develop business, product, or project plans is required.
  • Previous leadership experience is required.
  • Experience in project management, understanding of customer requirements, problem solving, planning/organizing, and communication across multiple levels of the organization is required.
  • Excellent interpersonal skills, written* and verbal. Handles confidential information and materials in an appropriate manner.
  • Must be able to multi-task and be flexible and detail oriented while understanding the broader organizational objectives and strategies.
  • Good PC skills with extensive experience with MS Office applications, including but not limited to Outlook, Word, PowerPoint, Smartsheet, Project, Excel, SharePoint, and Visio.
  • Attention to detail and the ability to maintain accuracy is required.
  • Minimal travel may be required.


    Previous CCO experience strongly preferred. Previous experience with Government contracts is a plus. Knowledge of the Project Management Institute® (PMI®) Project Management Body of Knowledge (PMBOK) preferred. PMI® Project Management Professional® (PMP®) certification a plus. Previous experience with writing, capturing and elicitation of business requirements.Experience using SharePoint 2010 to develop and configure business applications and processes within SharePoint.
