Chief Technology Officer
The Thrift Savings Plan (TSP) is widely considered to be one of the best retirement plans in the world and a model for defined contribution plans. The Federal Retirement Thrift Investment Board (FRTIB) is an Independent Federal Agency responsible for administering the TSP. We help Federal employees and members of the Uniformed Services retire with dignity by providing benefits similar to 401(k) plans.
Voted as one of the top Best Places to Work in the Federal Government, as ranked by the Partnership for Public Service in the Small Agencies category of the Best Places to Work Rankings, the FRTIB is looking for an experienced Chief Technology Officer (CTO) to join the FRTIB executive leadership team. This Senior Executive Service (SES) position is responsible for the implementation and operation of all Agency and Thrift Savings Plan information technology services. The CTO develops and implements strategies and tactics that improve the efficiency and performance of FRTIB technology systems, services, and business processes aligned with industry best practices and assures application of germane Government technology regulations, policies, and standards.

EXECUTIVE CORE QUALIFICATIONS:

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation.

MANDATORY TECHNICAL QUALIFICATIONS:
- Demonstrated ability to manage large IT transformation initiatives. This includes the ability to supervisor, monitor, and evaluate IT projects; evaluate IT investments, and provide accountability for how the resources are used; and includes direct experience with Business Process Re-engineering or problem solving related to complex IT systems.
- Experience providing leadership and direction to a diverse information technology staff for the development and implementation of technology initiatives and the continuous delivery and operation of an organization's integrated information and technology systems in support of business operations.
- Experience in acquisition and management of large scale, mission critical IT or equivalent products and service contracts.
- Salary for Senior Executive Service positions varies depending on qualifications.
- Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
- Selected candidate is required to file a SF-278, Public Financial Disclosure Report within 30 days after his/her appointment, in accordance with the Ethics in Government Act of 1978.
- Relocation expenses may be paid in accordance with Federal Travel Regulations.
- Veteran's Preference does not apply to the Senior Executive Service.
