Job Title: CHIEF BUILDING ENGINEER Closing Date/Time: Continuous Salary: $56,680.00 - $97,593.60 Annually

Arlington County's Department of Environmental Services seeks an experienced team leader to manage one of the 3 teams that provide building repair and maintenance services to a portfolio of over 80 County buildings. Under limited supervision the Chief Building Engineer will plan, direct, coordinate and supervise HVAC mechanics, Building Engineers, licensed Stationary Watch Engineers, and contracted service staff in the operation, repair, and maintenance of mechanical, electrical, plumbing, building envelope and other related components, systems and equipment, as well as computerized building automation systems. This employee will also coordinate and direct the repair and maintenance of critical sites at (2) Data Center and (6) radio sites.

Major duties include:
  • Monitoring and inspecting contracted work to ensure compliance with contractual agreements and with national, state and local code requirements;
  • Training subordinates in proper diagnostic, repair, maintenance and installation procedures;
  • Diagnosing and troubleshooting building air comfort, temperature problems, air distribution/balancing/stratification problems, and building automated system (BAS) problems;
  • Responding to calls for emergencies;
  • Investigating work-related injuries and accidents and assisting in preparing injury reports;
  • Preparing, reviewing and prioritizing work orders using the computerized maintenance management system (CMMS) and ensuring that records of preventive and corrective maintenance repairs are maintained in the CMMS;
  • Assisting with the capital improvement projects (CIP) by providing prioritized lists of capital building needs to the Section Chief;
  • Preparing payroll and other administrative records using Microsoft Excel and Word;
  • Monitoring the inventory of repair and replacement parts and supplies and approving purchases by subordinates;
  • Ensuring energy saving strategies are maintained and implemented through coordination with the Arlington Initiative to Rethink Energy (AIRE) team;
  • Meeting with internal/external customers and contractors to develop plans, discuss issues and provide time and cost estimates for requested work; and
  • Writing and reviewing scopes of work and work-related procedures.
  • The ideal candidate will have a strong background in Occupational Safety and Health Administration (OSHA) guidelines as well as excellent communication and customer service skills in order to interact with internal and external customers. The employee reports to the Maintenance Section Chief. The position is located in the Facilities and Engineering Division of the Department of Environmental Services.
     Selection Criteria: Minimum: High School diploma or equivalent, plus extensive experience managing multiple plant mechanical systems in a large commercial facility, including hands-on experience in a variety of building trades work such as carpentry, construction, painting, locks, HVAC systems, and including computerized direct digital control systems and plumbing and electrical systems. Experience must have included coordinating the work of, managing, leading and/or supervising employees.

    Substitution: Additional qualifying experience may substitute for up to two years of the education requirement on a year-for-year basis.

    Desirable Qualifications: Preference may be given to candidates with possession of a valid 3rd class DC Steam Boiler Engineer's license or Maryland 1st class license and experience in one or more of the following:
    • Developing and implementing a preventive maintenance program using maintenance software;
    • Identifying, directing, and teaching staff to make repairs in all trades for large commercial building systems such as HVAC (centrifugal chillers and high pressure team and hydronic boilers and systems), structural, power generating systems, data and critical sites, and emergency power equipment;
    • Coordinating and directing staff to repair plumbing, sprinkler, dry pipe, preaction systems, emergency power, power transferring equipment, EMS systems, building envelope, and building interior repairs to large and small commercial and institutional facilities;
    • Managing plant mechanical systems, preferably in large (over 700,000 sq. ft.) commercial or correctional facilities;
    • Managing small construction projects and interacting with project managers and trades staff;
    • Extensive experience coordinating, managing, and/or supervising employees, including staff on 24/7 shifts;
    • Maintaining, troubleshooting, and repairing electrical systems and controls (277and  480 volts);
    • Interpreting blueprints and schematic drawings;
    • Servicing water pressure booster systems, and sewer ejection and treatment; and/or
    • Using Microsoft Office Suite or similar software to prepare reports, job bids, and other documents.

     Special Requirements: 1) A pre-employment criminal records check will be conducted.

    2) Applicant must possess a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicants driving record.
     Additional Information: Work Hours: 6:30 a.m. to 3:30 p.m., Monday through Friday - hours may include evenings, weekends, and holidays. Must be available for call back in emergencies, will be in an On-Call rotation with other supervisors.
