General Dynamics is seeking an IT Operation Manager for a mission-focused program in Quantico, VA.

The IT Operation Manager supports two primary objectives; systems integration and agile project management.

The Systems Integration responsibilities include the facilitating the unification of design, implementation, and verification efforts through deployment.

    Provides system integration strategy and planning recommendations.  Ensures coordination and information flow between project teams and system stakeholders.  Facilitates program engineering and management review boards and milestones.  In preparation for deployment, collaborates with team leads and stakeholders to identify and resolve systems integration gaps especially as it concerns end-to-end product compatibility.  Provides a focal point for the identification and communication of system integration risks, issues, assumptions, mitigations, and dependencies.  Ensures the proper documentation of all systems integration artifacts (e.g. compliance documents, specifications, standards, and Interface Control Documents) When integration projects are complete, the Systems Integrator provides evidence of successful integration of system components. 
The Agile Project Management responsibilities include leading project teams within a fast-paced enterprise IT development process utilizing Agile/SCRUM methodology.

    Ensures SCRUM is understood and enacted while guiding the build and deployment of systems and systems enhancements.  Drives problem solving, continuous improvement, and customer satisfaction in participation with development teams and stakeholders.  Develops project plans and road-maps Organizes and facilitates all scrum related meetings (stand-ups, retrospectives, reviews, demos, etc.).  Communicates team plans, reports impediments for escalation, and identifies risks/concerns to relevant stakeholders to help resolve.  Monitors team backlog daily and ensures it accurately reflects the current state of the sprint.  Work directly with product owners and stakeholders to refine vision and establish goals and metrics.  Tracks and communicates team velocity and sprint progress to all affected teams and management.
Education 1. Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience.

 2. Professional certification (PMP) preferred.



Qualifications 10-12 years of related experience, including supervisory experience.  Experience implementing agile methodologies in a mission IT environment.
