Program Officer - Board on Population Health and Public Health Practice
The National Academy of Sciences, National Academy of Engineering, and National Academy of Medicine work together as the National Academies of Sciences, Engineering, and Medicine to provide independent, objective analysis and advice to the nation and conduct other activities to solve complex problems and inform public policy decisions. The National Academies also encourage education and research, recognize outstanding contributions to knowledge, and increase public understanding in matters of science, engineering, and medicine.
The Health and Medicine Division (HMD) is a division of the National Academies of Sciences, Engineering, and Medicine (The National Academies). HMD’s aim is to help those in government and the private sector make informed health decisions by providing evidence upon which they can rely. HMD previously was the Institute of Medicine (IOM) program unit of the National Academies. On March 15, 2016, the division was renamed HMD, building on the heritage of the IOM’s work in medicine while emphasizing its increased focus on a wider range of health matters.
The Board on Population Health and Public Health Practice (BPH) focuses on areas and issues affecting the public’s health. In studies ranging from core principles and needs in the field to specific issues such as vaccine safety, pandemic preparedness issues, smoking cessation, health disparities, and reducing environmental and occupational hazards, BPH considers the best ways to ensure the health of the public. In order to improve the health of groups, communities, and populations, the Board explores topics such as cardiovascular and infectious disease prevention and control interventions and the capacity of federal, state, and local agencies to protect the health of the public.
This position will join the staff of the Roundtable on Population Health Improvement. The Roundtable provides a unique opportunity for stakeholders to meet and discuss issues of mutual interest in a neutral setting. It includes leaders from public and private sectors; foundations; the academic community; consumers; business community and health care providers. The range of issues the Roundtable addresses includes: approaches and models for cross-sector collaboration to improve health; the evidence base for community-based preventive interventions (e.g., policy change); metrics available and needed for mobilization, performance measurement, and accountability; and expanding the range of resources available to create the conditions for health beyond traditional funding sources and systems. The Roundtable convenes several times each year to identify and discuss the most important issues within its purview. To supplement the perspectives and expertise of its members, the Roundtable also holds public workshops and symposiums to engage a wide range of experts, members of the public, and the policy community in discussing specific issues of concern in the science and policy of drug development. The Roundtable includes two satellite activities--action collaborative that engage outside stakeholders in deeper exploration of and action to address important topics. The program officer will support the collaborative that explores, informs, and supports the role of business in building healthy communities.
The Program Officer develops program or project strategy and budget, supervises staff, and ensures program or project meets objectives. Assembles committees/panels and serves as staff liaison between committee/panel members and the National Academies. Develops prospectuses and assists senior staff in raising funds for new projects. Applies in-depth professional level knowledge to independently solve a full range of complex problems. The work is primarily intellectual or analytical in character, requiring advanced knowledge. Assignments are broadly defined and require judgment and creativity to complete. Assists Senior Program Officer in providing oversight or management of other staff.
ESSENTIAL JOB DUTIES:
1. Designs and manages project(s) of minimal or moderate complexity. In collaboration with supervisor, develops program or project strategy, manages budget, supervises staff, and ensures program or project meets objectives.
2. Where applicable and with Senior Program Officer oversight, recruits potential committee/panel nominees and assembles appointment packages. Communicates and coordinates with the committee/panel chair and members. Identifies and gathers research materials for the committee/convening activity. Facilitates the flow of information among committee/panel members, consultants, staff, and other applicable parties.
3. Conducts large and small workshops and/or meetings. Develops agendas, invites presenters and participants, oversees meeting logistics and multimedia presentations, and prepares written summaries.
4. Prepares background papers and technical summaries. Develops written products (e.g., reports, proceedings, white papers). Drafts and edits materials for publication. For studies and other applicable programs, synthesizes and edits research findings and technical data and determines the relevance of data for purposes of activity.
5. Supports roundtable members, action collaborative members, and workshop participants, etc. in all aspects of work. For studies and workshop summaries, assistance is provided in preparing the draft report, including writing sections of report and editing the report for format, consistency, and grammar. Facilitates the response to review, responds to comments and concerns of editors, and prepares the final manuscript for publication.
6. Where applicable, independently plans and implements extensive communications activities related to assigned programs or projects. Creates and maintains materials, web sites, and social media channels to provide interest groups with information generated from and for activities.
7. Where applicable, manages dissemination of reports and other types of publications. Prepares dissemination plan and funding proposal. Assists in managing report production activities. Identifies and engages external organizations in dissemination. Prepares dissemination materials. Conducts dissemination meetings.
8. Manages staff with minimal oversight by Senior Program Officer. Assigns tasks and provides guidance and feedback to staff. Mentors staff and ensures required training is accomplished and participates in performance reviews. Interprets and ensures consistent application of organizational policies.
9. Under direction of Senior Program Officer, may oversee project budget and schedule and authorize expenditures. As required, collaborates with financial staff to ensure compliance.
10. Collaborates with experts and sponsors from federal, state, and local government agencies, foundations, schools, and other organizations. Represents the roundtable within and outside the National Academies.
11. With Senior Program Officer oversight, conducts background research on topics for new studies, programs, or activities. Writes prospectuses and proposals for new and continuing funding. Identifies potential sponsors. Raises funds for current and future projects. Where applicable, manages funder/member/alumni relations.

Ability to work successfully in a team environment and to form and maintain effective teams. Experience working in complex environments with a high degree of organizational effectiveness. Ability to develop relationships with co-workers, employees in other National Academies’ departments, and external constituents through effective communication. Excellent communication skills with a proven ability to effectively interact with all levels of staff and constituents.
