NIST's human resources are also diverse with over 3,000 full-time employees and over 3,500 associates (domestic guest researchers from industry, academia and other federal government and state agencies, contractors, and foreign guest researchers). The primary facilities are located in Gaithersburg, Maryland and Boulder, Colorado. NIST also supports nine joint institutes/centers of excellence partnerships with academia.
The Director, Material Measurement Laboratory (MML) is primarily responsible for managing and directing the research and measurement service programs of the MML. The incumbent represents NIST and the MML both inside and outside the Institute and assists the NIST Director and Associate Directors in accomplishing the Institute’s mission.
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position. Additionally, applicants must meet the basic education requirement to be eligible for consideration for this position.To meet the minimum qualification requirements for this position, you must show that you possess all of the Executive Core Qualifications and Professional/Technical Qualifications listed and meet the basic education requirement for this position.
Basic education requirement for the 1301 series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 – Demonstrated experience providing authoritative direction and management for a scientific and engineering laboratory-based program of significant size, resources, scope, and complexity.
PTQ 2 – Demonstrated experience achieving operational results as evidenced by experience applying analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve the most complex, interrelated technical problems and solutions and make associated recommendations at all staff levels.
PTQ 3 – Expert knowledge and experience in chemical, biological or physical characterization of materials as evidenced by technical experience, scientific publications and presentations, leadership positions in the field, and/or substantial participation and recognition in the national and/or international measurement science and standards community.
These qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. The appointee will be required to file a Public Financial Disclosure Report (SF-278) within 30 days of their appointment, annually thereafter and upon termination of Federal Government employment.
Qualifications approval and probationary period: Persons newly selected for career appointments within the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one year probationary period.
