Department Marketing Statement:

This position is responsible for managing the development and usage of information system(s) that relate to bus service schedules and other transit data, tools or programs and scheduling system specifications for creating bus schedules, vehicle and manpower requirements and jurisdictional cost allocation data.

The incumbent will be responsible for the development and maintenance of tools and processes that allow schedulers and planners to complete their tasks in a timely manner. This position has a responsibility to oversee daily schedule development activities and upgrade scheduling and pay hour optimization programs to improve the schedule efficiency.

The incumbent coordinates software support by vendors for efficient and timely addressing of all scheduling issues. They are responsible for overseeing scheduling functions with a technical perspective in Trapeze FX, Block-Buster, Rostering and Ops Databases, in terms of following industry best practices and effective utilization of available computer tools, for ensuring generation of cost effective schedules, efficient vehicle blocks, driver duty assignments and weekly rosters.

Experience with Bus Scheduling development and Trapeze software is highly desired; experience with Trapeze Ops is preferred

Minimum Qualifications:

Education and Experience

Graduation from an accredited college or university with a Bachelor's Degree in Transportation Planning, Business, Statistics or other related field. A minimum of six (6) years progressive experience in, database administration or operation analysis in transportation operation related filed; information technology knowledge and critical thinking skill, and/or experience in performing schedule building using computerized scheduling application system(s). A combination of accredited post-secondary school education and a minimum of ten (10) years of progressive experience in database administration or in transportation on operation related field; and have experience in supervising schedule building activities using computerized scheduling application system(s) (i.e., Trapeze/Block-Buster, Hastus).

An equivalent combination of experience and education and relevant work experience will be considered if candidate can effectively demonstrate progressively responsible experience in transportation scheduling, planning and analysis, and related areas, where two (2) years of related transit scheduling experience equating to one (1) year of formal post-high school education) may be considered in lieu of the above educational requirements.

Computer proficiency with Microsoft Word and excel.

The employee in this position has extensive latitude for independent judgment and action within general guidelines established by WMATA management.

Maintains the scheduling system integrity and security; manages multiple user security profiles for updating and developing schedules data in an interactive environment. Creates and maintains data integrity between system users for access to key information required for schedule building.

Develop and maintain updates of computerized scheduling systems, such as schedule database, operational analysis systems, vehicle and operator roster systems, revenue and fare analysis systems and other related systems which enable schedulers, analysts and planners to produce cost effective schedules and accurate management reports.

Oversees the daily schedule development activities; ensure that special schedule changes are made and transmitted electronically in a timely manner to all relevant offices in WMATA for safe and efficient Bus operations.

Development and supervise the implementation of training to schedulers and analyst in scheduling application and to users in other transit data information systems. In addition, creates maintenance programs and procedures to effectively troubleshoot weekly production systems responsible for bus operation.

Assists in the development of management reports indicating the distribution of pay hours and savings associated with any major schedule changes; and provides cost analysis support in the development of changes in work rules during new contract negotiations.

Utilizes available tools or software applications for assessing scheduling efficiency and determine areas where improvements are possible

Stays abreast of state-of-the-art technology as it relates to scheduling system applications.
