Job Description


Directs the management, execution, compliance and reporting of General Dynamics Information Technology's Government Accounting Compliance and Overhead and G&A administration.

 

PRINCIPAL DUTIES/RESPONSIBILITIES:


1. Direct GDIT's compliance with government accounting regulations.
2. Responsible for the primary interface with the Government Agencies. Provide the support of audits and resolution and negotiation of audit findings.
3. Responsible for developing and maintaining Disclosure Statements for GDIT and affiliated companies.
4. Prepare, review and submit GDIT's annual Incurred Cost Submission and negotiate final year end rates with GDIT's DACO.
5. Direct GDIT's budgeting and management of overhead and G&A cost including the submission and negotiation of overhead and G&A rates with the appropriate Government Agency.
6. Responsible for supporting GD Corporate Government accounting requirements including communicating GDIT's audit status, tracking the implementation of PPA, etc.
7. Direct and manage initiatives to reduce the cost of doing business.
8. Manage changes to streamline GDIT's business, reducing cost and increasing the organization's competitiveness.
9. Manage GDIT's fringe benefit cost through accurate forecasts, recommending changes and by setting competitive medical cost rates.
10. Oversee the management of GDIT's Business Intelligence financial tools including planning, forecasting and analysis of overhead and G&A rates, the waterfall allocation model and other projects under development.
12. Manage staff and develop the government compliance and business analysis organization to ensure GDIT's needs are met.
13. Maintain current knowledge of relevant laws, regulations, policies and procedures

Education 1. Bachelors Degree in Finance or a related business discipline, or the equivalent combination of education, professional training, or work experience.

 2. MS/MBA preferred

 

3.  CPA a plus

Qualifications Experience


• Minimum of 15 years of experience in a government contracting environment
• Proficient with Microsoft Suite of Tools.
• Demonstrated knowledge of business systems such as Oracle, Cost Point and others.
• Comprehensive knowledge of relevant corporate and government regulations and standards.
• Advanced understanding of CAS and FAR regulations. Ability to decide appropriate action for complex contractual and financial reporting based on interpretation of FAR & CAS.
• Advanced forecasting skills with the ability to forecast P&L across a sector. Ability to understand the impact of business decisions impact on P&L and provide analysis to business leaders.
• Advanced knowledge of the principles, methods, and practices of financial analysis.
• Advanced knowledge of different contract types.
• Advanced understanding of overhead rate centers applying knowledge to bid decisions. Accountable for indirect budgets. Develops plan to control overhead expenditures.
