Job Title: CONSTRUCTION MANAGEMENT SPECIALIST Closing Date/Time: Thu. 08/31/17 11:59 PM Eastern Time Salary: $53,019.20 - $92,185.60 Annually
Job Type: Full-Time Location: Water/Sewer/Streets Division - 4200 S. 28th Street, Arlington, Virginia       The Department of Environmental Services is seeking an experienced Construction Management Specialist to join the Water/Sewer/Streets Bureau in providing support to the Concrete Maintenance Program. This position is in the maintenance contract section and is primarily responsible for managing multiple projects by administering contracts and conducting field inspections related to the maintenance of street, sanitary/storm sewer, and/or water systems.

Specific duties include:
  • Working closely with the Construction Management Supervisor in the recommendation and implementation of construction-related maintenance program contracts and communicating with citizens' groups and affected property owners;
  • Providing Contract oversight of multiple maintenance programs to include, sanitary sewer relining, water main cleaning and lining, paving, slurry seal, concrete maintenance zones, high-density pedestrian zone maintenance, storm sewer upgrades and repairs and providing technical information to maintenance staff ;
  • Ensuring that contracts progress on time and within budget and managing contract completion and close out;
  • Conducting field inspections and monitoring the quality of the contractor's work;
  • Computing and recording contract quantities and estimates on County contracts using Microsoft Excel and/or other software;
  • Preparing and maintaining progress reports, a detailed diary, and files including "as built" plans on all contract work using Microsoft Office applications;
  • Ensuring compliance with all ordinances, codes, standards, plans and specifications governing the work; and
  • Overseeing snow removal contractors during winter.
This employee will be expected to coordinate, arrange for, and participate in other maintenance activities associated with work being inspected.
 Selection Criteria: Minimum: Associate's Degree in Architecture, Civil Engineering, Construction Management, or related field, plus three years of construction-related experience in at least one of the following areas: water, sewer, or street systems, construction contract administration, construction inspection, or related area.

Substitution: Additional qualifying experience can be substituted for the education requirement on a year for year basis. A bachelor's degree in a related field can substitute for up to one year of the experience requirement.

Desirable: Preference may be given to candidates with experience in one or more of the following:
  • Writing and negotiating contracts, specification interpretations, and funding program allocations;
  • Training in the interpretation of road, bridge, or utility construction plans;
  • Water and/or sewer maintenance;
  • Concrete Maintenance; and/or
  • VDOT certification in asphalt, concrete, or aggregate, erosion and sediment control.

 Special Requirements: The applicant must possess, or obtain by the time of appointment and maintain, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work Hours: Monday through Friday, 7:00 a.m. to 3:30 p.m.  Some work hours outside of normal work hours is required as well as availability for call-back in emergency situations.
