The Chief Operating Officer at USG is responsible for providing leadership, management and oversight of all administrative, operational and financial affairs at the Universities at Shady Grove. He/she will be a member of the senior leadership team. He/she will be responsible for effective communication with high level executives and managers at the partner institutions, the USM offices, private sector partners and in Annapolis. This is a newly modified position, and the selected candidate will be responsible for running this office under the direction of the Executive Director (ED).
The incumbent will be responsible for the execution of all administrative operations at USG. He/she will work closely with the USM office and will advise the ED with respect to the fiscal well-being of USG. He/she will provide compliance assurance including budget, finance, reporting, and oversight of auxiliary services, contracts and grant administration.
The candidate will also oversee facilities and security, and will work to plan processes for facilities use and development including oversight of land-use, master planning, public safety and security, transportation and parking.
The candidate will also oversee human resources and the development of a talent management framework. The candidate will work with senior officers in reviewing, updating, maintaining and assuring compliance with all policies, MOUs and other documents pertaining to USG.
USG currently offers over 80 degree programs and certificates from nine USM institutions. There are now over 4,000 undergraduate & graduate students on site attending classes in day, evening and weekend formats. A planned facilities expansion of the campus is underway with the construction of a Biomedical Sciences and Engineering Education Facility (BSE). The BSE will expand degree offerings in Science, Technology, and Engineering. Mathematics and Medical degree programs. Total enrollments will grow to 7500 students.
Essential Duties and Responsibilities
Provides leadership, oversite, and coordination of all administrative operations, and will be a member of the senior leadership team. Provides direction to administration operations that incorporate effectiveness and efficiency measures. Integrates innovative practices and metrics into administrative operations.
Advises the Executive Director with regard to the fiscal well-being of USG, providing financial forecasting, trend analysis, and strategic planning with respect to major expenditures and revenue sources. Includes clear and transparent: communication of analyses to a multitude of audiences (executive leadership, governance groups, state agencies, etc.)
Establishes a close working relationship with relevant offices and individuals to develop collegial, efficient and transparent work and planning process for facilities use and development at USG, including oversight of land use, master planning, public safety & security, and transportation & parking. Provides leadership in sustainability practices and environmental stewardship.
Administrative Operations and Compliance Assurance- including budget, finance, reporting (public and private sources), auxiliary services, contracts & grants administration, fund-raising and entrepreneurial activities. Responsible for working with senior officers in reviewing, updating, maintaining and assuring compliance with all policies, MOUs, and other agreements pertaining to USG.
Oversight for all human resources functions and services. Supports institutional efforts to expand staff development programs and enhance the talent management program structure.
Master’s degree required in business administration, higher education administration or a related field.
At least 10 years of progressively responsible positions, preferably in higher education, evidence of a leadership role in current organization.
Strong management experience, demonstrated the ability to train and mentor employees, lead a productive and engaged team and to positively resolve conflict and address competing interests.
