IT Software Developer
JOB DESCRIPTION: IT Software Developers analyze customer and system requirements, evaluate alternative approaches, design and develop solutions tailored to specific Agency, systems, and customer requirements, and lead the testing and integration of new and modified solutions into the system. They review and provide guidance on software developed by vendors; test software developed internally and by vendors; and quickly respond to urgent situations to develop and deliver unique solutions to customer problems. They plan and design systems architecture, write and maintain software program documentation, investigate and evaluate new software technologies, and ensure the rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 2.) Demonstrate understanding of object oriented design principles;
3.) Experience implementing object-oriented design patterns;
4.) Familiarity developing on both Windows and Linux platforms;

EDUCATION REQUIREMENT: A.. Education: Bachelor's degree in Computer Science, Engineering, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Operations Research, Statistics, or a related discipline. -OR- B. Combination of Education and Experience: A minimum of 30 semester (45 quarter) hours of college coursework in any area listed in option A, plus experience working in an Information Technology discipline or in a closely-related field that demonstrates the ability to successfully perform the tasks associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: Six years of software design or engineering experience in Information Technology or a closely related field that demonstrates the ability to successfully perform the tasks associated with this work. -OR- D. Relevant competencies: Specialized experience that has equipped the candidate with the particular competencies to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Must obtain Level 2 DAWIA certification in Information Technology within 24 months.
DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:
1.) Bachelor's, Master's, or PhD degree in Computer Science, Engineering, Information Science, Information Systems Management, Information Technology, Mathematics, Physics, Operations Research, Statistics, or a related discipline;
2.) Demonstrated experience developing and deploying applications and provisioning resources in Amazon Web Services (AWS);
3.) Demonstrated experience deploying applications in a Platform as a Service (PaaS);
4.) Knowledge of API management tools;
5.) Demonstrated experience defining API standards for an organization or developer community of interest;
6.) Familiarity with PostGRES, MongoDB, MySQL, and PostGIS.

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. ADDITIONAL INFORMATION: IT Software Developers apply modern software design principles to develop user-facing and back-end services to deliver mission capabilities for the National Geospatial-Intelligence Agency (NGA). Developers engage with customers to elicit and define user needs. Working as individuals or as part of teams of government and contractors, IT developers develop project backlogs, evaluate existing solutions, perform trade studies, test and integrate capabilities into the operational baseline, write and maintain software documentation, and work with development communities of interest.
