Certification: Must possess or be able to obtain a Contracting Officer Representative (COR) Certification Level III within 12 months of appointment.
Essential Personnel: This position may be designated as essential personnel. To qualify at the grade GS-14, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as 1) evaluating contractor performance to ensure compliance with contract guidelines and make recommendations to improve the quality of operational services; 2) analyzing functions and processes related to contract management in order to make recommendations to improve the efficiency and effectiveness of the program; 3) providing technical guidance and advice to contractors, contracting officers, and program leadership related to program planning and contract management; and 4) preparing briefings, project papers, statements of work, cost estimates, and other acquisition documents to ensure that accurate program and contract status information is reported to management.
