Contract Specialist

Key Role:

Provide acquisition contracting support to facilitate DoD and intelligence community acquisition contracting processes. Plan, organize, coordinate, and produce the quality control deliverables needed to support acquisition contracting. Apply well-developed consulting, assignment management, and functional expertise in the execution of the work. Plan, coordinate, develop, review, analyze, and finalize request for proposals (RFP), engineering change proposals (ECP), and contract modifications. Develop contracting documentation, including statements of work (SOW), work breakdown structures (WBS), competition in contracting, proposal preparation instructions, acquisition strategies, proposal evaluation criteria, and award fee plans and gather RFP requirements from available technical and acquisition documentation and through collaborating with technical and project management subject matter experts. Lead the analysis and allocation of authorized funding to WBS elements or tasks, determine required levels of effort, conduct detailed cost and technical evaluations of proposals, and provide comments and advice to program and business managers.

Basic Qualifications:

-7+ years of experience with acquisition and contract management
-3+ years of experience with technical and cost evaluations of proposals support
-Experience with Microsoft Office, including Outlook, Word, Excel, Project, and PowerPoint
-Ability to write reports and correspondence in clear and concise language and in appropriate form and style
-TS/SCI clearance with a polygraph
-BA or BS degree

Additional Qualifications:

-Experience with DoD and the agency's contracting regulations, directives, and processes
-Experience with evaluating cost proposals
-Experience with R&D federal contracting
-Experience with human subject research

-Knowledge of the formation and administration of different government contract types, including Broad Agency Announcement
-Knowledge of principles, concepts, and practices of FAR and DFARS and techniques of cost analysis
-Ability to effectively lead and manage groups of people with diverse skills and expertise
-PMI or PMP Certification a plus
-DAWIA Contracting Certified, National Contract Management Association's (NCMA's), or Certified Federal Contracts Manager (CFCM) Certification

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; TS/SCI clearance with polygraph is required.
