Analyzes user needs and performs research and functional analysis on a variety of projects.

 Exempt

  1. Analyzes user needs to determine functional requirements for a wide variety of projects.

 2. Performs technical assessments aimed at improving client systems.

 3. Performs functional allocations to identify tasks and their inter-relationships.

 4. Researches, identifies, and recommends resources required for task execution and completion.

 5. Performs functional modeling based on requirements analysis.

 6. Develops new systems or updates existing systems to meet client needs.

 7. Serves as technical advisor to clients in assigned subject areas, recommends functional changes, and identifies areas for further investigation.

 8. Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.

 9. Consults with clients to determine optimum design for assigned projects.

 10. Identifies emerging relevant technologies that may result in improvements to current processes and systems.

 11. Writes and updates project documentation including system procedures, presentations, and training materials.

 12. Conducts functional testing of various systems.

 13. Provides guidance and work leadership to less-experienced analysts, and may have supervisory responsibilities.

 14. May serve as technical team or task lead.

 15. Maintains current knowledge of relevant technologies and subject areas.

 16. Participates in special projects as required.

Education Bachelor's Degree in a related technical discipline, or the equivalent combination of education, professional training, or work experience.

    Must possess FINAL SECRET clearanceExcellent communication skills, both written and oral and the ability to effectively communicate and interface with all levels of the training systems program to include NAVSEA, NAWCTSD, SUBMEPP, NSWCCD, NUWC, SLC, various installation activities and PARMsWorking knowledge of Requisition and Invoice/Shipping Document (DD-1149) processingWorking knowledge of Naval Supply System and DD-1250 requisition processingWorking knowledge of Ships Configuration Change Form (4790CK) processingWorking knowledge in classified material handling and processing of classified material transmittals up to and including SECRET.Working knowledge in packaging, shipping & receiving (FedEx,UPS, etc)Familiarity with Training Equipment Change Requests (TECR)Familiarity with Material Condition Analysis (MCA)forms in support of NAVSEA overhaul programProficiency in Microsoft Office applicationsWorking knowledge of FedLOG (Federal Logistics Database) and WebFLISFamiliarity with Allowance Parts List/Equipment Identification Code (APL/EIC) databasesFamiliarity with Engineering and Combat System training simulation systemsEstablishing access to and gaining proficiency in the use of the following on-line accounts:
            a. Joint Work Order Tracking System (JWOTS)

            b. Common Problem Reporting System (CPRS)

            c. Account Management and Provisioning System (AMPS) and Defense Logistics Agency (DLA) for On-       Line Federal Logistics Information System (WebFLIS), DLA Disposition Services and Electronic Turn-In Document (ETID) access

           d. Maintenance Figure of Merit/Ship Acquisition System (MFOM/SAS)

           e. Navy Knowledge Online (NKO) for access to Submarine Learning Center (SLC) IPT Training Facilities

           f. Training Information Electronic Resource System (TIERS) for access to TECRs 

 

    15. Duties include but are not limited to:

 

         a. Supporting TOSA, NAWCTSD ISE and TSSM/CMS COR as required.

         b. Attending Training System Working Group (TSWG) meetings, developing attendance sheets, taking minutes during meeting, completing reports and submitting to distribution. Occasional attendance at TTF staff meetings in the TOSAs absence and other meetings as directed by the TOSA. Handling installation in-brief and out-brief meetings in the TOSA’s absence.

         c. Providing inputs for TOSA weekly status reports.

         d. Attending telcon’s such as TECR, CSTT, MFOM/SAS and others as required by TOSA

         e. Management of TTF Combat Control System (CCS) overhaul schedule

         f. Scheduling meetings for TOSA

         g. Routing Lab Access Requests (LAR) for review and approval

         h. Routing Change Proposals (CP), Trainer Change Instructions (TCI) and Training System Installation Plan (TSIP) for review and approval and reporting results to originator and distribution.

         i. Maintaining all logs and records for LARs, DD-1149s, classified material transmittals TCI/TECR/TSIP

         j. Review and completion of Ships Configuration Change Form (4790/CK) and routing of same

         k. Maintenance of configuration management records to include utilization of SAS and interfacing with Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP)

         l. Preparation of TCI/TSIP documents to include Site Survey Agenda Checklists, Pre-Installation Agenda Checklists, Post Installation Agenda Checklists and Post Installation Completion Reports. Submission of completed documents to distribution.

         m. Completion of Electronic Turn In Documents (ETID) for disposition of equipment by transfer to Defense Reutilization Material Office (DRMO) or another training site.

         n. Assisting installation activities with access to training system labs and providing support as required.

         o. Assisting the LSO with course audits as directed by NAVSEA07TR.

         p. Tracking DF/DR, CP, EFR, OCMOD, TRID, CPRS, TCI, TSIP, TECD, TECR and various other reports for inclusion in TSWG minutes and keeping TOSA abreast of current status.

         q. Report generation.

Qualifications 8-10 years of related experience.
