Candidates using experience and education to qualify at the GS-09 level must have one full year of specialized experience at or equivalent to the GS-07 level. Specialized Experience is defined as: experience conducting benefit-cost analyses; participated on teams conducting research on energy issues; evaluated Federal or state programs on renewable energy policies as part of a job or academic assignment.
Recent graduates who have completed, within the previous two years, a qualifying associates', bachelors', masters', professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as many as six years after degree completion to apply.

Major Duties include:
- Perform work individually or as a team member.
- Work on multiple projects that are assigned concurrently and potentially act in a different capacity on each, as need dictates.
- Perform selected tasks to support Office staff in performing case processing, reviews and evaluations, filing analysis, data analysis, special projects, or other staff work.
- Conduct or participate in the review and analysis of regulatory issues, data and other documents associated with Commission filings and/or other regulatory documents to ensure consistency with pertinent regulatory principles and Commission policies.
- Conduct or participate in the review and analysis of regulatory issues, data and documents associated with the natural gas and/or oil pipelines and/or electric utilities.
