The purpose of this position is to serve as an Intelligence Research Specialist in the Office of Intelligence and Analysis. OIA provides intelligence and research support to senior Treasury officials concerning threats to the national security, foreign policy, or economy of the United States that can be impacted by Treasury authorities and actions. OIA's primary mission is to support the formation of policy and execution of Treasury authorities by providing expert analysis and intelligence production on the full range of terrorism, illicit finance, and proliferation issues, and other U.S. national security threats.

Pursuant to 50 USC ยง 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the intelligence community within the Department of the Treasury.

    Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

    • Experience preparing written analysis and briefing varied audiences on trends and forces that affect illicit finance or sanctions;
    • Experience briefing senior officials on trends and forces that affect illicit finance or sanctions
    • Experience preparing reports on national security-related topics;
    • Experience researching illicit finance and sanctions-related topics;
    • Experience preparing intelligence and other analytical assessments; AND
    • Experience working with Intelligence Community agencies.
    Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
    • Experience preparing written analysis on trends and forces that affect illicit finance or sanctions;
    • Experience preparing reports on national security-related topics;
    • Experience researching illicit finance and sanctions-related topics;
    • Experience preparing intelligence and other analytical assessments; AND
    • Experience working with Intelligence Community agencies.
    Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes at least 2 of the following:
    • Experience preparing reports on national security-related topics;
    • Experience preparing intelligence focused analytical assessments; OR
    • Experience researching illicit finance and sanctions-related topics.
    OR
    You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree, if related;
    OR
    3 full years of progressively higher level graduate education leading to such a degree, if related; or LL.M., if related;
    OR
    You may qualify by a combination of experience and education.

    Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
    • Experience preparing reports on national security, illicit finance or sanctions-related topics; AND
    • Experience preparing intelligence or other analytical assessments.
    OR
    You may substitute education for specialized experience as follows: Master's or equivalent graduate degree, if related;
    OR
    2 full years of progressively higher-level graduate education leading to such a degree, if related; or LL.B. or J.D., if related;

    The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.     DUTIES:

    The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

    • Serve as a member of a team that conducts research and analysis and produces finished intelligence products in support of OIA's primary mission;
    • Perform a broad range of analytical and short-suspense assignments involving economic, financial, and all-source intelligence analysis;
    • Plan and Carry out complex research related to the international banking and international trade sectors; identifying information gaps and intelligence requirements; AND
    • Respond to requests for information from Treasury Department policymakers and officials and other agencies.
