Job Description

Concentric Methods is seeking an experienced and skilled Senior HR Specialist - Executive Resources to join our team supporting USAID. This position requires an active secret clearance.

Job Summary

The HR Specialist will have a strong level of experience in staffing, classification, and compensation. The HR Specialist will serve as a primary point of contact with USAID's White House Liaison Office and must have seasoned experience with on-boarding political staff. The HR Specialist will serve as a key member of the multidisciplinary team that delivers coordinated Executive Resources personnel support to Bureaus and Independent Offices throughout USAID including Senior Executive Services, Senior Level, Scientific Technical recruitment, staffing, placement, records management, position management and personnel processing; Presidential Appointee, Senated Confirmed and non-Senate Confirmed placement, position management and personnel processing; and Administratively Determined placement, position management and personnel processing. 

Essential Functions and Responsibilities

Supports the day-to-day oversight and management of executive level human resources and human capital programs

Provides customized HR services to assist agencies with the development, selection and management of their career executive workforce including political, SES, SL, and ST employees

Recruitment, position classification, position management, qualification and job analysis, executive core qualification analysis and advisory services

Manages and ensures compliance of OPM's requirements of SES and SL/ST executive level allocations

Develops and implements Executive Resources policies and procedures for establishing and maintaining records, including data required for OPM's Plum Book. Policies include executive level position management and classification, staffing and placement, pay and leave administration, performance and awards management. 

Provides interpretations of Federal HR policies and initiatives that impact the Agency's servicing population. Evaluates Executive Resources programs to ensure effective and efficient administration of policies and procedures

Evaluates and manages data from automated HR information systems to include OPM's ESCS.

Maintains and reviews automated employee data and personnel histories in the agency personnel and payroll system

Provides policy and technical guidance and responses to questions from employees, managers, and administrative staffs about the content of employee personnel files, include eOPFs, as well as routine questions about accessing personnel data

Guides employees through routine self-service transactions, such as change of address or updates to emergency contact information

Gathers and compiles data to prepare reports related to relevant HR program areas and respond to data requests

Develops and implements standard operating procedures for staffing requirements

Guides USAID employees through complex administrative processes associated with separating from the Agency

Responds to employee questions about leave balances, pending pay issues and record keeping

Responds to complex, novel questions about benefits or staffing/placement issues

Provides management and advisory services on a wide variety of Executive Resources staffing matters

Initiates recruitment and selection actions and implements on-boarding services

Identifies key policy issues and develops operating policies, procedures and guidance pertaining to recruitment and staffing that require consideration of the impact of changes made in various programs and support services areas

Develops documents to address changes in procedures and policies pertinent to HR programs and identifies priorities, evaluates alternatives and provides recommendations to improve the programs based on findings

Serves on panels, committees and working groups responsible for conducting analyses of HR programs

Assist with conducting periodic evaluations of ongoing functions to ensure that the organization meets its strategic goals and identifies where operational efficiency can be improved

Develops guidance material on the implementation on methods and procedures involving areas that require new or substantially modified work methods or procedures because of operational problems or deficiencies

Job Requirements: Must possess and maintain a current secret security clearance

  • Bachelor's degree
  • Strong organizational and critical thinking/analytical skills with at least 2 to 5 years of professional experience
  • Knowledge of a wide range of HR concepts, practices, laws, regulations, policies and precedents sufficient to provide comprehensive HR support services
  • Extensive knowledge in recruiting and staffing Senior Executive Service and Schedule C positions
  • Thorough understanding of a wide variety of HR functional areas including staffing, classification, benefits and compensation
  • Ability to influence and persuade employees and managers to accept and implement findings and recommendations
  • Ability to interact with all levels of management in order to provide HR policy guidance and support
  • Working knowledge of the SES application process (both traditional and resume based) including the ECQ's various types of criterion allowed by OPM in review of SES candidate package and approval of ECQ's
  • Skilled in preparing ECQ packages
  • Skilled in classifying schedule C and SES positions
  • Skilled in supporting executive training and development programs
  • Skilled in drafting policy, drafting white papers and preparing briefings
  • Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986
