Environmental Specialist, Senior

Key Role:

Support the US Army Chemical Materials Activity Recovered Chemical Materiel Directorate (CMA RCMD), responsible for providing centralized management and direction to the DoD for the assessment and disposal of recovered chemical weapon materiel and other chemical disposal missions in a safe, environmentally sound and cost-effective manner, as mandated by Public Law 102-484. Work as part of a team responsible for assisting RCMD with ensuring the environmental, health, and safety compliance of assessment and destruction operations. Monitor and audit client operations on a regular basis to ensure compliance with local, state, and federal environmental regulations, provide expertise and support on Resource Conservation and Recovery Act (RCRA) permitting, waste characterization, waste management plans, recovered munition destruction plans, closure plans and activities, and environmental compliance assessment and analyses. Maintain responsibility for the day-to-day management of both permitted and non-permitted hazardous waste storage areas and conduct RCRA sampling. Manage the wastes generated from deployments in accordance with all applicable laws, including purchasing the appropriate waste containers to match the anticipated waste streams, contracting with a certified laboratory for the chemical analysis, generating waste profiles and waste manifests, coordinating shipments of the waste to a permitted Treatment, Storage, and Disposal Facility (TSDF), and providing documentation from the TSDF's on waste received and final destruction.

Basic Qualifications:

-10+ years of experience with managing CWM waste with an exemplary environmental compliance record
-Experience with supporting field sampling events for site investigations, including collecting soil and groundwater samples

-Experience with conducting risk management
-Experience with Microsoft Office Suite, including Microsoft Word

-Knowledge of federal environmental regulations, including RCRA, CERCLA, and NEPA

-Ability to work with all members of the regulatory community
-Ability to display strict attention to detail for quality assurance, manage multiple tasks simultaneously, meet deadlines, and adapt to changing requests as tasks evolve

-Ability to work independently and within a team setting
-Ability to maintain relationship with TSDF's throughout the United States
-BA or BS degree in Environmental Science or Policy

Additional Qualifications:

-5+ years of experience in a consulting role related to environmental science or policy
-Possession of excellent organizational skills
-MS degree preferred

-Hazardous Waste Operations and Emergency Response (HAZWOPER) training
