Instructional Designer, Management Experience
The candidate will be a primary point of contact between the Government-Site personnel and the rest of the team.Location is preferred in the Chesapeake, VA area, but may be eligible for telecommuting. Instructional Designers with Management Experience will:Ensure that accurate job requirements are available.Ensure that training aligns to those requirements.Ensure that requirements / risk associated with media, technology requirements and policy are identified to support effort.Ensure that Structured On the Job Training requirements are identified and support subsequent block of learning.Ensures that a proper assessment and evaluation strategy is in place to support the work requirement and alignment of training, this includes post and pre assessment materials. Additionally, the candidate: 1. Designs and develops instructional approaches and/or strategies to meet training requirements.2. Conducts analysis of training requirements and media requirements.3. Develops appropriate training objectives and test methods and designs instructionally valid training materials.4. Ensures integrity of task analysis, training requirements, training hierarchies, instructional materials, and evaluation plans.5. Designs and develops computer based training, web-based training, electronic performance support systems and other technology-based learning solutions.6. Develops flow diagrams and storyboards.7. Designs instructionally sound lessons in a variety of delivery media.8. Interacts with customer and subject matter experts to ensure technical accuracy of instructional content.9. Provides guidance and work leadership to less-experienced personnel, and may have supervisory responsibilities.10. May serve as a technical team or task leader.11. Maintains current knowledge of relevant technology as assigned.12. Participates in special projects as required. Education Bachelor's Degree required in Education or related discipline. Education and experience requirements: This position requires one of the following combinations of degree(s) (Education, Psychology, Instructional Systems Design) and years of experience:DegreeYears ExperiencePh.D/Ed.D2Ed.S3MA/MS/ME.d4BA/BS6None12 Qualifications 8-10 years of experience required.Must meet the following requirements:
- Ability to communicate information and ideas in speaking and writing so others will understand.Ability to collaborate with training managers and Learning Site personnel.Ability to align identified tasks and skills to learning objectives which are observable and measurable.Knowledge of instructional design practices and the study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.Expert knowledge of NETC instructional design practices specifically the NAVEDTRA 130 series, MIL-HNDBK 29612 series and ILE Guidelines.Be familiar with the Corporate Enterprise and Training Activity Resource System (CeTARS) and Catalog of Navy Training Courses (CANTRAC).Apply the Plan, Analyze, Design, Develop, Implement, and Evaluate (PADDIE+M) process to course updates and revision.Expert AIM CPM / LOM user.Knowledge of Naval technical publications format and the ability to locate reference information.Knowledge of Microsoft Office applications.Ability to conduct a thorough and complete Training Situation Analysis, Training Systems Analysis, and Front-End Analysis in order to maintain a life-cycle processDocument employee experience in following areas:Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional materialInstructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Software applications, basic programming, storyboards, and related use of technology.
