PHYSICAL SECURITY SME (PFPA-17-1317-F)


Bowhead is seeking an experienced Physical Security SME for its Washington, DC location. The Physical Security SME manages and maintains daily operations associated with all video surveillance systems (VSS), including cameras, storage, applications, and appurtenances.

The Physical Security SME provides integral support in the requirements determination, conceptualization, design, development, testing, verification, and documentation of security systems and supporting system applications.  

Essential functions include:

•    Analyzes actual and predictable operational activities of a military, governmental, or business system to obtain a quantitative, rational basis for decision making or resource allocation.
•    Utilizes modeling and measuring techniques, mathematics, statistical methods, engineering methods, and other necessary techniques.
•    Review and approve OGC provided software updates, coordinate scheduled and unscheduled outages of VSS assets across the National Capital Region.
•    Troubleshoot system/sensor issues, issue tickets to OGC and oversee timely repair by the OGC within their contractual Service Level Agreements
•    Plan and execute assigned VSS/ESS projects in accordance with ESSB Branch Chief planned activity.
•    Establish and maintain ESSB Video Surveillance Program Management Plan
•    Track, report, and analyze assigned ESSB projects, providing updates and relevant Project updates in Significant Activity Report (SAR) and other applicable venues.
•    Plan, survey, and report on assigned ESSB tasking’s.
•    Collaborate and liaison with Joint Service Provider, other IT providers, internal and external stakeholders with regard to Electronic Security Systems deployed at the Pentagon Reservation and applicable facilities within the National Capital Region.
•    Participate in scheduled updates of the Integrated Security Master Plan as assigned by ESSB.
•    Perform weekly Operational Readiness Testing of all Video Surveillance assets, reporting and correcting deficiencies through appropriate venue.

Additional experience with Access Control will provide added value.
    
•    Manage efforts assigned relating to PFPA's continued lifecycle replacement (LCR) of ACS/IDS across the Pentagon and other facilities throughout the NCR. Track OGC performance, coordinate scheduled activity, report and analyze improvements across operational areas.
•    Support ESSB with planning, programming, and budget execution for all assigned ESS initiatives
•    Review and approve OGC provided software updates, coordinate scheduled and unscheduled outages of ESS assets across the National Capital Region.
•    Troubleshoot system/sensor issues, issue tickets to OGC and oversee timely repair within Contractual SLA's.

(Primary Discipline: Video Surveillance Systems; Secondary: Access Control/Intrusion Detection, other Electronic Security Systems    
•    Manage and maintain daily operations associated with all Agency video surveillance systems (VSS), including cameras, storage, applications, and appurtenances
•    Review and approve OGC provided software updates, coordinate scheduled and unscheduled outages of VSS assets across the National Capital Region.
•    Troubleshoot system/sensor issues, issue tickets to OGC and oversee timely repair by the OGC within their contractual Service Level Agreements
•    Plan and execute assigned VSS/ESS projects in accordance with ESSB Branch Chief planned activity.
•    Has experience in layout and design for new perimeter security systems including infrared monitoring such as Sightlogix.
•    Establish and maintain ESSB Video Surveillance Program Management Plan
•    Establish and maintain ESSB Video Surveillance Project Management Plans as assigned/applicable.
•    Track, report, and analyze assigned ESSB projects, providing updates and relevant Project updates in Significant Activity Report (SAR) and other applicable venues.
•    Plan, survey, and report on assigned ESSB tasking’s.
•    Collaborate and liaison with Joint Service Provider, other IT providers, internal and external stakeholders with regard to Electronic Security Systems deployed at the Pentagon Reservation and applicable facilities within the National Capital Region.
•    Participate in scheduled updates of the Integrated Security Master Plan as assigned by ESSB.
•    Perform weekly Operational Readiness Testing of all Video Surveillance assets, reporting and correcting deficiencies through appropriate venue.
•    Participate in 5-10 weekly meetings to discuss ongoing project progress.
•    Document current state business problems and business processes.
•    Analyze and assess for opportunities to streamline and improve
•    Have relevant/appropriate industry certifications in one or more of the following systems: AMAG Symmetry, Software House CCURE, and Bosch Video Management System

Additional experience with Access Control will provide added value.

•    Establish and maintain ESSB ACIDS Program Management Plan
•    Establish and maintain ESSB ACIDS Project Management Plans as assigned/applicable.

Bachelor’s Degree, or industry recognized certification in electronic or physical security is required.

•    Requires relevant/appropriate industry certifications in one or more of the following systems: AMAG Symmetry, Software House CCURE, and Bosch Video Management System.

•    Minimum of ten (10) years’ experience in physical security system installation, management, and administration is required. Extensive knowledge of access control, intrusion detection, visual surveillance, locking hardware, and physical barriers required.

•    Must have experience in layout and design for new perimeter security systems including infrared monitoring such as Sightlogix.

SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Top Secret/SCI level.  US Citizenship is a requirement for Top Secret/SCI clearance at this location.
