Management of the overall Risk Management program, including safety and loss prevention, insurance and risk assessments, and claims administration. Oversees a claims program which includes in-house claims liability management and third party claims administration for workers' compensation. Identifies, measures and manages insurable risks, develops reports and plans and analyzes risks. Develops procedures and processes for effective risk management practices and operations. Responsible for management of the Risk Management Information Systems for this function. Develops and sustains relationships within the county management and departments to assure that risk management requirements and needs are met. Disseminates and advises on pertinent information regarding risk management, safety, loss prevention and claims programs. Manages the insurance fund budget. Oversees and manages all risk management contracts, to include brokers services, third party claims administrator, actuarial services, etc. Serves as primary contact and administrator between insurance brokers and insurance companies for all insurance and risk management program requirements. Responsible for risk transfer and determination of insurance risk retention levels and loss exposures. Serves on critical county committees, as the risk management representative. Serves in lead role for safety for the Emergency Operations Center for the county in the Incident Command Structure. This position directly reports to the Director of Finance.
Illustrative duties include:
Manages the county's Risk Management program, including safety and loss prevention, insurance, risk assessments and claims management and administration;
Maintains close communications with departments of the County to assure that their risk management requirements are being met;
Develops risk management reports , policies and procedures;
Oversees a claims program which includes in-house claims liability management and Third Party Claims administration for Workers' Compensation;
Manages the insurance fund budget;
Disseminates and advises on pertinent information regarding risk management, insurance, safety and loss control programs, claims management programs;
Prepares and maintains budgets relating to risk protection;
Prepares proposals to obtain liability insurance policies to meet the County's needs, and prepares proposals to obtain adjusting firms on programs which are self-insured;
Oversees and manages all risk management contracts, to include brokers services, third party claims administrator, actuarial services, etc.;
Serves as primary contact and administrator between insurance brokers and insurance companies for all insurance and risk management program requirements, specifically evaluates market conditions as they relate to County insurance programs; and reviews all leases and contracts to assure appropriate transfer of risk;
Lead role for Safety Officer Incident Command in EOC;
Serves on critical county committees as the risk management representative.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
Bachelor's degree or higher. Experience overseeing public/private sector risk management program development and operations, including insured and self-insured programs. Broad understanding of public sector risk management issues and best practices. Extensive management experience in insurance, risk assessment, safety, loss prevention and claims practices. Experience conducting statistical analysis of loss data and developing action plans to mitigate future risk. Excellent analytical skills. Ability to establish and maintain effective working relationships with public officials, county departments, county employees at all levels, risk management vendors, insurance brokers and carriers, and public and private sector representatives. Ability to communicate effectively, both orally and in writing, including providing required reports to senior management and the county Board of Supervisors. A hands-on approach and strong multi-tasking skills required. Supervisory experience with professional and technical employee groups. ARM or CPCU designation.
