About the Position:

Position(s) will be filled under the Department of the Army Recent Graduates Program.  Click here for more information on Pathways program participation.  After Program completion, Department of the Army Recent Graduates MAY be converted to a permanent position or to a term position without further competition.

To be eligible for conversion to a permanent or term position, Recent Graduates must:

  • Successfully complete a 24-month appointment period in order to complete the training and/or certification requirements.
  • Demonstrate successful job performance.
  • Meet the Office of Personnel Management's qualifications for the position to which the Recent Graduate will be converted

This position is being filled at the GS-07 level with potential conversion to a position with a full performance level at GS-12.

Positions are open to:

  • Recent graduates who have completed their degree or will graduate by December 2017, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. 
  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty.  Eligibility for these veterans cannot exceed six years after degree or certificate completion.

  • 25% or Greater
  • Overnight and local travel is required. The amount of business travel will vary depending on assignment and will generally be no more than 30%.

Basic Requirement for Auditor

A. Degree: Successful completion or will complete by December 2017, a bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")


B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: assisting in analyzing auditing information for solutions; or assisting in conducting financial audits; or assisting in assessing the detection of financial waste; or assisting in examining the appraisal of financial records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).


Superior Academic Achievement for GS-07: Successful completion of a bachelor's degree from an accredited college or university with Superior Academic Achievement. To qualify based on S.A.A., education must be fully qualifying for the position being filled. Applicant must meet one of the following provisions for superior academic achievement:  1) A standing in the upper third of your graduating class in the college, university, or major subdivision.  2) A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for (a) all courses completed; or (b) courses completed during the last two years of the curriculum.  3) A grade point average of "B+" (3.5. on a 4.0 scale) or its equivalent based on (a) the average of the required courses completed in the major field; or (b) the required courses in the major field completed during the final 2 years of the curriculum.  4) Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies. Grade point averages will be rounded to one decimal point. For example, 2.95 will round to 3.0, and 2.94 will round to 2.9. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your S.A.A. claim must be based on class standing or membership in an honor society and you must provide evidence of your class standing or honor society membership with your application.


Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Education Substitution for GS-07: Successful completion of at least one full year of graduate-level education that would have equipped the candidate with the knowledge, skills and abilities to perform the work of the position (i.e. accounting, administration, finance, or public administration). One year of graduate coursework is 18 semester hours or 27 quarter hours.


Combining Education and Experience: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and graduate education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

    • This is a Financial Management Level 1 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

    At the full performance level of the target conversion position (GS-12), you will:

  • Refine audit objectives, direct a staff of assigned Auditors, develop the survey and audit approach, and usually perform analysis involving two or more functions in developing identified problem areas and prepare finding(s) for the draft report.
  • Direct research based on tentative audit objectives and identifies any potential change to objectives, which includes official contracts, organization charts, functional manuals, and prior audit reports related to similar operations. Prepare survey plan, approach and program covering audit objectives.
  • Review work including working papers of assigned team members for compliance with Generally Accepted Government Auditing Standards (GAGAS) and adjusts survey program as required.
  • Summarize survey work and make recommendations and participate in In Process Reviews (IPRs).
  • Develop a draft audit report in accordance with GAGAS and Agency policies.
  • Engage in a variety of planning coordinating functions and may direct a staff of lower-graded Auditors in conducting audit work covering specific audit objectives.
