This Vacancy is using the Direct-Hire authority to recruit for positions for which there is a critical hiring need. The Office of Financial Management Systems mission is to support these areas of financial management by being a value-added partner to our customers and by recommending, implementing, maintaining, and enhancing enabling technologies to optimize the efficiency and effectiveness of financial management processes and make relevant information available for analysis and decision making.

  • You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.     Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service

    Skill Set 1 - Serving as an expert technical lead, in the development of new or existing automated systems with experience in Agile and/or Waterfall software development methodologies, for a multibillion dollar company or agency.

    Skill Set 2 - Functioning as an expert technical lead in the operation and maintenance of systems including enforcing IT security policies, principles, and standards.

    Skill Set 3 - Identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.

    In addition to meeting specialized experience requirements you must have the following IT-related competencies:

    Attention to Detail - Strives for completeness when performing assigned tasks, with minimal errors.

    Customer Service - Responds to business partner or customer needs as they pertain to your assigned area of work. Refer customer to established resources or products for resolution. Escalate more complex issues to manager for satisfactory resolution. Address needs of customer in a satisfactory manner.

    Communication- Provides verbal or written information in clear, plain language. Communications drafted for wide distribution must be reviewed by the manager prior to dissemination.

    Problem Solving - Prepares response to problems for manager review using conventional best-practices; escalates complex issues or questions to manager.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    There is not an educational requirement nor may education be substituted for experience at this grade.

    Public Trust - Background Investigation


    DUTIES:

    This position is located at the U.S. Patent and Trademark Office (USPTO) in the Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS). As a recognized technical information technology (IT) expert in evaluating available tools, methodologies, and processes for feasibility in improving the OFMS effectiveness and efficiency in meeting the requirements, functions, and services of its automated financial systems. The employee provides authoritative advice and assistance to OCFO senior management on IT software and/or hardware that will enhance the financial programs and services provided by the OFMS organization. The duties will include:

    • Identifies opportunities to improve the quality and performance of financial management systems, and leverages common standards and shared service solutions at the USPTO.
    • Refines functional financial systems requirements and directs the preparation of, or independently prepares technical specifications, statements of work, task orders, and other acquisition related documentation necessary to effectively obtain and administer automated information system projects.
    • Ensures enforcement of IT security policies, principles, and practices for all production systems.
    • Participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.
    • The employee participates in Agile software development methodologies.
    • Defines project/task requirements through appropriate planning, implementations, reporting on, and evaluating projects and tasks.
