Job Title: DESIGN ENGINEER (STORMWATER) Closing Date/Time: Thu. 08/31/17 11:59 PM Eastern Time Salary: $55,660.80 - $110,614.40 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       The Department of Environmental Services is seeking an experienced Design Engineer to work in the Office of Sustainability and Environmental Management as a member of the Stormwater Infrastructure Team. The Team is focused on the County storm water infrastructure and plans the storm drainage network including ongoing updates and mapping of the storm sewer system; maintaing, utilizing and creating hydraulic/hydrologic models of the storm sewer sheds; and reviewing plans to ensure compliance with the County's Stormwater Master Plan and regulatory requirements specified in the County's MS4 stormwater permit. The Design Engineer selected for this position will be responsible for the implementation of a variety of stormwater capital projects with budgets that range from $100,000 to $5 million, including significant improvements to the storm drainage system, projects that reduce localized drainage and flooding, and flood control projects.  

Duties may include:
  • Participating in project scoping meetings and preparing conceptual design plans;
  • Developing designs using Autodesk Civil3D modeling software to create and analyze construction plans for storm drainage systems and components;
  • Creating construction specifications and special conditions documents;
  • Collaborating with other engineers, program managers, surveyors, and real estate specialists by providing requested information and determining property acquisition and easement needs;
  • Coordinating with County, State, and Federal regulatory agencies to obtain stormwater and land use permits;
  • Preparing construction cost estimates, building documents, construction contracts, and managing procurement for the bidding process of projects;
  • Responding to Requests for Information during construction and providing technical support;
  • Reviewing the work of outside consultants who provide design services on selected projects;
  • Working with designers, engineering plan reviewers, and inspectors to resolve issues and ensuring effective long-term performance and maintenance of infrastructure; and
  • Organizing public meetings, individual meetings with homeowners, community groups, business owners, environmentalists, and elected officials on matters related to specific projects.
The ideal candidate will be experienced in managing programs, projects, and contracts in an environment with tight deadlines and multiple stakeholders with competing interests.
 Selection Criteria: Position may be filled at a salary range within the broadband listed above, at either the full-performance journey or senior level depending on the needs of the hiring manager.

Minimums:

(Project Engineer / Journey Level): A Bachelor's degree in Civil Engineering PLUS some experience in the design of public works improvement projects under the supervision of a Professional Engineer using Autodesk Civil3D or similar CAD software in the areas of site planning, storm water management, storm sewer design, or related areas.

(Senior Engineer / Senior Level): A Bachelor's degree in Civil Engineering PLUS significant progressively responsible experience in the design of public works improvement projects using Autodesk Civil3D or similar CAD software in the areas of site planning, storm water management, storm sewer design, or related areas.

Substitution:
  • Experience may not be substituted for the Engineering Degree requirement.
  • Master's Degree in Civil Engineering may be substituted for one year of experience.

Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Registration as a Professional Engineer in the Commonwealth of Virginia;
  • Preparing construction contract documents for bidding process;
  • Conducting presentations to stakeholders, including citizens and government officials; and/or,
  • Master's degree in Civil Engineering or a directly related field.

 Special Requirements: Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

 Additional Information: Work Hours: Monday thru Friday, from 8:00 a.m. to 5:00 p.m., with some flexible work hours with supervisor approval.

Employees that are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
