JOB SUMMARY:

About the Agency

This position is located in the Office of Policy and Analysis (OP&A), Smithsonian Institution. The employee is an Organizational Development Analyst with entry-level competence in the assessment of organizational effectiveness. Studies involve the action research methodology which includes preliminary diagnosis of the matter being addressed, data collection using surveys, interviews, observation, and group facilitation; quantitative and qualitative data analysis, feedback to the client on key findings, conclusions, and recommendations; collaborative action planning, and performance measurement.

    Degree: Behavioral or social science; or related disciplines appropriate to the position.
    or

    Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
    or

    Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

    In addition to the Basic Requirements above you must have the following:

    Experience:

    You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-5 level in the Federal Service or comparable pay band system. For this position Specialized experience is defined as assessing organizational effectiveness using the action research methodology which includes preliminary diagnosis of issues needing to be addressed, data collection using surveys, interviews, observation, and design and facilitation of groups; quantitative and qualitative analysis, and feedback to the client on key findings, conclusions, and recommendations; collaborating on action planning, and measuring change.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

    1 year of graduate-level education

    or

    Superior academic achievement

    One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

    Superior Academic Achievement Provisions:

    A Bachelor's degree in a curriculum that is qualifying for the position to be filled, plus at least one of the following superior academic achievement provisions:

    1. A grade-point average (GPA) of B (3.0 or higher on a 4.0 scale) for all completed
    undergraduate courses, or courses completed in the last two years of undergraduate curriculum; or
    2. A grade-point average (GPA) of B+ (3.5 or higher on a 4.0 scale) for the required courses in your major field of study, or required courses in your major completed in the last two years of undergraduate study; or
    3. Rank in the upper one-third of your class in the college, university, or major completed in the last two years of undergraduate study; or
    4. Election to membership in a national scholastic honor society, other than freshman
    honor societies. Honor societies that have been approved are listed in the American College of Honor Societies. Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).

    Public Trust - Background Investigation


    DUTIES:

    • Participates in planning, design, and implementation of organizational assessments including preliminary diagnoses, data collection using appropriate techniques and interventions (both quantitative and qualitative), and data analysis.
    • Supports action planning to develop change interventions and measures of success.
    • Works as a member of diverse OP&A and client project teams.
