The mission of the National Disaster Recovery Support cadre is to help coordinate post-disaster recovery in support of state, tribal, territorial and local efforts. The Community Recovery Assistance Specialist (Local Government Administration Expert) advises local government leaders in organizing and managing government operations achieve local recovery mission objectives. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Reservist Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years. Employment is on an intermittent basis. Veterans’ preference does not apply to the reservist program selection process.

STAFFORD ACT EXCEPTED SERVICE APPOINTMENTS: The Reservist Program is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature.

    To qualify for this position, you must possess all of the following qualifications:

    • A Master's degree in Public Administration or related field.
    • Ten years of progressively responsible experience in county or local government administration.
    • Three years of experience in a managerial or supervisory role that includes experience supervising and mentoring subordinate staff.
    • Demonstrated experience developing laws, ordinances, or guidelines applicable to community development.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Public Trust - Background Investigation


    DUTIES:

    In this position, you will be part of a multi-disciplinary team that assesses a disaster's impact on a community and that community's ability to recover. Typical assignments include:

    • Advising local government leaders, including elected officials and city/county managers, on how to address community recovery management needs.
    • Identifying local government capacity gaps and possible strategies to address those gaps.
    • Facilitating meetings between local officials and other entities that can provide resources to enhance local government operations.
    • Serving as an advisory resource to local counterparts, including facilitating workshops and trainings on public administration and other local management topics.
