Prioritizes, coordinates and conducts stormwater inspections of industrial and commercial businesses and facilities including "high-risked" areas as part of the county's Stormwater Program for compliance with pertinent federal, state and county regulations and procedures. Puts a special focus on the evaluation of best management practices (BMPs) as they relate to the prevention of stormwater pollution. Conducts investigations in support of an illicit discharge and improper disposal identification and elimination program. Enforces applicable federal, state and county codes and regulations as they relate to the prevention of stormwater pollution. Works with property owners/operators in an effort to expeditiously resolve deficiencies and violations. Prepares corrective actions guidance and/or written notices of violation to ensure appropriate steps are taken as part of enforcement procedures. Assists with criminal and/or civil court prosecutions if needed. Performs highly technical data collection, management and reporting with various computer applications and devices. Conducts required water quality sampling and analysis. Interprets site plans, topographic maps and construction drawings as they relate to stormwater management and assist with the creation of field maps using Arc GIS. Responds to public inquires, develops and conducts public outreach and educational activities working closely with industry and other governmental agencies. Adheres to established safety procedures and performs emergency response and other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in a field of study directly related to the industry being regulated such as engineering, architecture, urban planning, biological or environmental science, business, finance, political science, law enforcement, legal studies or a related field; plus two years of progressively more responsible complaint resolution and/or code enforcement experience in the industry being regulated.

PREFERRED QUALIFICATIONS:
Knowledge and experience with stormwater management systems and applicable Municipal Separate Stormwater Sewer System (MS4) permit requirements; knowledge and experience reading and interpreting site plans and construction drawings; knowledge and experience in conducting physical, chemical, biological and bacteria monitoring; knowledge of the pertinent federal, state and county stormwater regulations; experience coordinating court case preparations including the collection of evidence; knowledge of safety procedures for handling and testing substances; experience using database and statistical analysis programs and GIS; ability to conduct necessary research; and ability to communicate effectively both verbally and in writing.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer. The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

PHYSICAL REQUIREMENTS:
Needed to perform essential duties: Ability to conduct field surveys that require walking long distances and carrying equipment through rough terrain including stream valleys and wetlands. Must be able to lift 50 pounds. Ability to operate keyboard driven equipment. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection safety footwear, long pants, sleeved shirt, and personal fall arrest harness.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required.
