POSITION SUMMARY: The RN Clinical Manager shall meet the qualifications for that specialty and perform essentially the same functions, within the scope of acceptable standards for their technical professional discipline, as those required by Department of Defense (DoD) or government service technical professionals of similar experience and in similar duty assignments. Contract Clinical Nurse’s practices/productivity will be compared to that of other Government personnel assigned to the same medical clinic. Clinical Managers, a type of medical and health services manager, work as managers in both administrative and medical capacities to ensure the establishment for which they work runs smoothly.

TYPICAL DUTIES OF A RN CLINICAL MANAGER INCLUDE:

* Managing Contract clinical, professional, administrative and clerical staff; managing the recruitment, development and appraisal of Contract staff; overseeing day-today management of Contract staff; assist in developing and implementing policies and directives; attending meetings; handling communication.

* A Clinical Manager should handle all administrative functions of a clinic.

* The responsibilities mainly include supervising all CONTRACT clinic staff, monitoring delivery of services to patients, and conduct liaison between patients, hospitals, and business.

* A Clinical Manager should also possess strong communication skills and must be able to manage various projects that may require identifying problems, reviewing information, recommending solutions, and writing reports

* The professional should have the knowledge of budget process, including mathematical and accounting skills.

* Usually the individual performs work under the supervision of the Department Administrator or head of the clinic operations

* Prospective Clinical Managers shall complete courses in health care administration, accounting, health care management and strategic planning.

* Knowledge of computers, computer software and data processing equipment is required.

* Coordinate patient care through a continuum and facilitate the achievement of optimal outcomes in relation to care, quality and cost effectiveness.

* Maintain excellent patient assessment skills. Use the nursing process as a basis for professional practice.

* The contracted RN will demonstrate proper preparation of patient’s for treatments and procedures, to include surgical interventions.

* Is able to function as a member of a multidisciplinary team in the coordination of patient care and outcomes.

* Excellent oral communication skills for patient/family education.

* Prescribes and communicates treatment plans in accordance with established acceptable telephone and in person assessment/evaluation includes the determination of up care as required.

* Collects and assesses significant patient history information and performs all necessary patient teaching.

* Knowledge of a variety of pharmacological agents used in patient treatment, the desired effects, side effects, and complications of their use as well as the accurate administration of the pharmacologic agent, including dosage calculations as required.

* Will be knowledgeable in administrative requirements for the documentation of patient's condition, progress and acknowledgement of teaching, and follow up care.

* Demonstrate excellent written communication skill perform accurate documentation, both written and electronic, of all activity in accordance with requirements.

* Can demonstrate and adhere to peri-operative, infection control and safety policies and procedures used in the Military Treatment Facility (MTF) and IAW JC guidelines.

* Schedules referral appointments, arranges for procedures, and performs telephone follow-up, as appropriate.

OTHER TASK AND RESPONSIBLITIES THE RN PEDIATRIC CLINICAL MANAGER SHALL PERFORM BUT NOT LIMITED TO:

* Ensure compliance with standard of care and practice in accordance with all established policies, procedures, and guidelines used in the medical treatment MTF and IAW JC guidelines. Provides care within ethical and legal boundaries.

* Complete orientation and competency verification programs in accordance with unit guidelines.

* When assigned, will serve and participate in committees, functions and other meetings.

* Provide relevant and timely information, and assists with decision-making and process improvement.

* Will report to the Service Chief.

* Will take direction from charge nurse and house supervisor as required in maintaining a safe environment for staff and patient(s).

* When required, participate in the orientation, training, and evaluation of duty performance of newly assigned personnel, as appropriate

* As required, participate in customer service initiatives and medical readiness activities, designed to enhance health services.

* Clinical - Clinic Manager Registered Nurse to work in an Adolescent Medicine and Pediatric setting for Primary Care Medical Home. Shifts shall be 8-10 hours in length.

* As a guideline shift hours will range from 7:30 am to 4:00 pm and 9:00 am to 5:30 pm based on the needs of the clinic.

* Contract Health Care Providers (HCPs) hours shall be established on rotating shifts by a prearranged schedule that will provide uninterrupted service in the MTF.

QUALIFICATIONS:

* Education: 1) Shall have a Bachelor’s Degree of Registered Nursing (BSN). The institution will be from a National League of Nursing (NLN) approved program. 2) Shall have a Graduate Degree in Healthcare Administration.

* Experience : 1) Must have at least two years’ experience as a RN Clinical Manager . Pediatric Clinic experience is desirable. 2) Shall have five years of job experience and one year of supervisory experience

* Licensure: Must possess a valid, unrestricted, LPN license at least from one State, Territory or Commonwealth of US.

* Certifications: Following Life Support Certifications from the American Heart Associations: Cardiopulmonary Resuscitation ( CPR/BLS ), Pediatric Advanced Life Support ( PALS ) and Advance Cardiac Life Support ( ACLS ).

* Other Qualifications: 1) Shall be able to read, write, speak and understand English well enough to effectively communicate with all patients and other health care providers. 2) Shall be knowledgeable of equipment and supply terminology and skill sufficient to identify and use necessary equipment and supplies properly and to communicate proper use with nurses, medical staff, patients, and family members. 3) Shall be sufficiently skilled to teach patients proper self-care and to motivate patients and family members to continue the procedures for promoting rapid healing. 4) Shall be knowledgeable and possess skills necessary to provide care appropriate to any age-related needs of the patients. The Contract RN shall demonstrate knowledge of the principles of growth and development appropriate to the appropriate patient population served: Infants, Children, Adolescent, and Adults. 5) Assess, coordinate, facilitate, deliver and evaluate care for infant to geriatric patients using the nursing process. 6) Knowledge of a wide range of medical disorders/conditions, diagnostic studies and treatments related to revention, and detection of illnesses in adults, is desirable. 7) Knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records. 8) Knowledge of computer operations and proficiency in the use of basic word processing, data entry and automated medical records.

* Must be a U.S citizen and have the ability to pass a background check/security clearance.

STAFFING & SCHEDULING:

* Clinical Nurse Manager to work in an Adolescent Medicine and Pediatric setting for Primary Care Medical Home.  Eight (8) hour shifts shall range between the hours of 6:30 am to 5:30 pm based on the needs of the clinic. Contract employees are required to sign in upon arrival and sign out at the end of their shift.
