Job Title: STREETLIGHTS FIELD MANAGER/LEADER Closing Date/Time: Thu. 08/24/17 11:59 PM Eastern Time Salary: $45,822.40 - $86,632.00 Annually
Job Type: Full-Time Location: 4300 29th Street South, Arlington, VA, Virginia       Arlington County's Department of Environmental Services is seeking a hands-on team lead to provide leadership and technical guidance to the newly created streetlights field team in the trades section of the Transportation Engineering & Operations Bureau (TE&O). This employee will lead the team and participate in performing a variety of work tasks related to the maintenance, replacement, repair, and installation of new streetlights. Other duties will include traffic signal maintenance work, emergency operations, and assisting other sections as needed.

Specific duties include:
  • Planning, scheduling, managing and evaluating streetlight maintenance projects and ensuring that the crew is able to maintain/repair County streetlights, upgrade electrical services, monitor/report/track Dominion Virginia Power (DVP) minor and major outages, and providing onsite field assistance as needed;
  • Reviewing streetlight systems installed by developers as part of site plans;
  • Coordinating with other members of the streetlight and ITS team to prepare and manage strategic and operations plans for streetlight operations;
  • Managing property owners and resident inquiries related to outages and deployment of new Intelligent Transportation System (ITS) infrastructure;
  • Responding to citizens' questions and concerns using the DES asset management and work order system (Cartegraph);
  • Completing reports and documentation, including work orders, accident reports, training records, and daily work summaries using MS Office Suite and other business applications;
  • Developing of standard operating procedures (SOP's) for maintenance/repair of the street light system and for scheduling and quality assurance regarding contractor support; and
  • Managing contract resources, including overseeing streetlight maintenance budget, supervising the Quality Assurance/Quality Control process, and establishing and maintaining sustainable working relationships between the County and contract vendors.
The ideal candidate will have excellent communication and writing skills and technical knowledge and understanding of streetlight and signal functionality with experience that demonstrates the ability to effective lead a work crew and participate in performance of critical work functions involving advanced ITS technology.
 Selection Criteria: Minimum Requirements:High School Diploma, GED, or graduation from Vocational School and several years' experience performing installation, maintenance and repair of ITS technology including electronic traffic and ROW control devices with some responsibility for providing guidance, team coordination, or other similar level leadership work. Desirable: Preference may be given to candidates with one or more of the following:
  • Journeyman Electrician licensure;
  • IMSA Traffic Signals Level I or II certification;
  • IMSA Roadway Lighting Technician Level I or II certification;
  • IMSA Traffic Signals Level II certification; and/or
  • Roadway Lighting Technician Level II certification.

 Special Requirements: 1) Must possess a valid Class "B" or "A" commercial driver's license (CDL) from the applicant's state of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of, the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicants driving record.

2) Must possess valid Virginia Department of Transportation (VDOT) Intermediate Work Zone Training or equivalent work zone safety training certification.

3) Must possess or obtain within one year of employment the following certifications:
  • IMSA Traffic Signals Level I
  • IMSA Roadway Lighting Technician Level I
4) Must be able to lift light to heavy objects up to 50 lbs.

5) Must be able to work at elevated heights of more than 35 feet.
 Additional Information: Work hours:  Work schedule will be flexible, Monday through Friday, between the hours of 6:00 a.m. and 8:30 p.m., to be determined at time of hire based on departmental need, with occasional overtime, evening and weekend work required. Must be available for call-back in emergency situations.

This position is located in the Maintenance Building within the Transportation, Engineering, & Operations Bureau, at the Trades Center, located off S. Taylor St., near Shirlington.
