NSF is relocating to Alexandria, Virginia. In the late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to a Metro station (Eisenhower Avenue on the Yellow Line) and there is ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

This position may be filled on a one-to-three year Senior Executive Service (SES) Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

Professional/Technical

Essential

1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in environmental biology.

2. Substantial research contributions and strong evidence of scholarship and leadership in environmental biology as evidenced in publications and professional and leadership activities.

3. Skill in recognizing, developing, and implementing approaches and programs which build on the expertise and knowledge of researchers and educators in other disciplines to develop solutions to important cross-cutting research and education problems.

4. Broad understanding of universities and other institutions where research and education in science and engineering is conducted. Knowledge of grant and contract administration, fiscal management, and budget preparation with experience in scientific research support.

DUTIES:

Serves as the Division Director, Division of Environmental Biology (DEB), working closely with the Deputy Division Director of DEB to provide vision and leadership for the Division.

Serves as a member of the senior leadership team of the Directorate for Biological Sciences, working cooperatively with other Division and Deputy Division Directors, in advising and aiding the Assistant Director, the Deputy Assistant Director and senior staff in the Directorate for Biological Sciences.

DEB contributes to NSF’s mission by supporting fundamental research on the evolutionary and ecological patterns and processes determining biological diversity at the level of populations, species, communities, and ecosystems, at all spatial and temporal scales.

The Division Director provides vision and leadership, and works jointly with the Deputy Division Director in oversight of all activities of the Division of DEB. This includes providing guidance to program officers, administrative and support personnel, recruitment of scientific staff, assessing needs and trends, developing breakthrough opportunities, implementing overall strategic planning, and policy setting. The Division Director is responsible for the effective use of division staff and resources in meeting organizational goals and objectives. The Division Director supervises professional staff within the Division. The Division Director determines funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, and oversees the evaluation of proposals and recommendations for awards and declinations. The Division Director represents NSF to relevant external groups and fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations and the academic community.
