Under the direction of the Deputy County Executive for Health and Human Services (HHS) and in cooperation with the Fairfax County Health Integration Council (HIC), oversees and directs the strategic development and advancement of a Fairfax Health Safety Net Provider Network that is built on a strong foundation of primary care and the patient-centered medical home. As lead staff for the HIC, oversees the implementation and evaluation of identified strategies for achieving Triple Aim and related system-wide objectives which support ongoing efforts to promote effective coordination of health care delivery within the county's health and human services system. Facilitates the development and monitoring of system performance measures and tracks outcomes. Oversees the analysis of patient and provider data and development of approaches and mechanisms to manage utilization and expand service capacity. Promotes and expands the use of evidence based practices within the network. Facilitates data-sharing within participating organizations and other stakeholders. Represents Fairfax in the community and promotes positive partnerships with all stakeholders. Partners with local, regional and state safety net providers and funders to enhance service access. Seeks funding opportunities, responds to funding (grants) announcements and oversees the financial performance of the network. Develops, negotiates and monitors contracts, ensuring contract provisions meet program specification and goals. Interprets federal, state and local legislation and provides guidance to senior level managers.

Illustrative Duties
  • Plans, organizes, directs and manages the delivery of the Fairfax County Safety Net Provider Network (HSNPN) ensuring that County, state and federal requirements are met;
  • Develops and implements standards, policies and procedures for the delivery of the Fairfax County Health Service Net Provider Network (HSNPN);
  • Oversees business (service) processes ensuring full integration of primary care and the patient-centered medical home;
  • Oversees the monitoring of service utilization, financial performance of the network;
  • Responsible for the monitoring of the network's administrative processes to include eligibility determination, contracts, negotiations and data collection;
  • Collaborates with network providers to integrate models to enrich patient outcomes and experience;
  • Establishes and maintains strong provider relationships to ensure lines of communications are open and strong;
  • Develops and maintains ongoing relationships with key internal business partners;
  • Monitors and meets organizational and budgetary goals and performance;
  • Oversees, develops and monitors requests for proposal (RFP's);
  • Participates, collaborates and supervises the RFP selection process of Fairfax County's health network process;
  • Prepares/reviews correspondence and reports related to the work of the HSNPN;
  • Serves as liaison with Fairfax County Health Integration Council (HIC), community and network partners and governmental representatives;
  • Conducts surveys and studies for special projects relating to health needs in Fairfax County;
  • Confers with other Human Services departments and/or Community agencies, as applicable;
  • Speaks to professional, civic and community groups as appropriate.
Employment Standards EMPLOYMENT STANDARDS:
Any combination of education, experience and training equivalent to graduation from an accredited college or university with a master's degree in health care administration, health systems management, public health or related field, plus five years of progressively responsible experience in administering healthcare programs and financing.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer. Incumbent must be able to operate keyboard driven equipment and computer. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting.

PREFERRED QUALIFICATIONS:
  • At least five years of progressively responsible administrative experience in healthcare management and financing. Ability to perform statistical analysis of program data and reporting; manage health care environment, with direct responsibility for provider contracting, service benefits, utilization analysis and performance measures.
  • Extensive knowledge of healthcare systems and delivery models; public health practices; strategic planning; finance and budget preparations.
  • Ability to establish and maintain effective working relationships with elected officials, Health & Human Services senior management and staff, service providers, community leaders, and the public; communicate effectively, both orally and in writing and have a persuasive nature when presenting complicated issues; negotiate appropriate solutions to conflicts within work groups and community planning groups; work independently with little direction.
PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Employee may be required to lift up or carry up to 25 lbs. occasionally. All duties perform with or without reasonable accommodations.
