The successful candidate will be responsible for:


  • Provides technical, administrative, and operational leadership to assigned project or tasks.
  • At this level, the position is typically responsible for managing multiple tasks or a single large project and supervising up to 25 employees ' both exempt and non-exempt and may include one or more subordinate supervisors. Technical difficulty/complexity of assigned tasks/projects may also affect level selection.
  • Provides technical, administrative, and operational management of assigned project or tasks, including contract and subcontractor management.
  • Supervises assigned staff, including subordinate supervisors.
  • Participates in the development of technical project plans, proposals, reports, and task order and administrative reporting.
  • May also perform high level technical services on assigned tasks.
  • Conducts planning and provides recommendations to client on task workload.
  • Attends customer meetings and may serve as primary client liaison.
  • Interacts with vendors, other agencies, and other client staff on behalf of the client.
  • Coordinates development of deliverables and products.
  • Ensures quality assurance of project deliverables.
  • Maintains current knowledge of relevant technology as assigned.
  • Participates in special projects as required.
  • Represent GDIT and software development in a professional, courteous and helpful manner when interfacing with customers as well as other functional/project areas.
  • Consistently delivering on-time, on-budget and excellent results with minimal post project defects.
  • Providing technical and thought leadership for the program(s) relevant to assigned software projects.
  • Serving as Software Project Manager, planning the software project, establishing resource estimates, and developing the Software Development Project Plan for the FAFSA Web Application systems.
  • Formal and informal mentoring of other Software Project Managers and Project Leads to enhance software development project management skills and capabilities.
  • Submitting and implementing ideas that contribute to increased revenue, increased operating income, and increased cash flow.
  • Initiating, evaluating and implementing process improvement and technology changes.
  • Working closely with the Development and Systems Operations Director and participating in the interviewing and recommendation process during the software engineering employee selection process.
  • Managing an effective software project team, ensuring all system functional areas are represented on the team.
  • Primary Engineering contact for assigned development projects and maintenance projects.
  • Managing internal (and sometimes external) teams for assigned projects.
  • Responsibility for managing external subcontractor(s) and teams.
  • Exposure to internal and/or external customers.
  • Reporting financials and status of assigned projects to Senior Management.
  • Reviewing and accepting customer requirements allocated to the software project.
  • Ensuring the appropriate application of GDIT, CPS, and CMMi Level 3 standards.
  • Ensuring timely execution of the activities contained in the Software Development Project Plan, accomplishing software project tracking and oversight.
  • Analyzing alternatives required to meet project changes.
  • Identifying and managing software change-of-scope items.
  • Creating, updating, maintaining Project Server schedules, while working with Schedule/Scope Manager for annual and point releases.
  • Reviewing and approving, as appropriate, all program and software project team documents / deliverables.
  • Evaluating progress of functional delivery, reporting project status, and performing on-going risk assessment to include software subcontractors.
  • Identifying and implementing cost and quality improvements for all processes within the software development life cycle.
  • Improving project management skills in order to improve the effectiveness and efficiencies of software projects.
  • Serving as the software development representative on proposal teams.
  • Liaison between the customer and the development teams.
  • Demonstrated experience leading development and change initiatives to successfully support evolving customer needs, including mainframe to web system transitions and overall system modernizations.
  • Direct management responsibility for all project team members, to include most aspects of personnel management, including but not limited to utilization, performance, logistics, timekeeping, discipline, attendance, mentoring/development, among others.
  • Travel to support meetings with customers and business partners, as necessary.

  • Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience, MBA or advanced degree preferred.
  • Professional certification (PMP) preferred.


  • A minimum of eight (8) years of experience in software project management, or software development with lead or manager responsibilities preferred.  Eight (8) years of experience in one or more of the following areas strongly preferred: requirements management, systems design and development, SQA, software configuration and subcontract management.
  • Software development experience and knowledge of systems life cycle is desired.
  • Experience of web application system(s) including knowledge of JSON, Agile, JSF, JAVA, and other web related techniques, technologies and languages.
  • Demonstrated ability to effectively manage projects and facilitate teams to achieve quality solutions.
  • Demonstrated ability to directly manage and lead staff members.
  • Demonstrated excellent written and verbal communications skills and ability to facilitate work groups.
  • Ability to lead design meetings and reviews.
  • Ability to lead SCRUM/Agile type development and management type meetings and work groups, including Sprint processes and schedules.
  • Demonstrated ability to work productively with a wide range of people.
  • Demonstrated ability to work within SCM tools such as JIRA.
  • Ability to effectively present information to customers and senior management.
  • Ability to manage project commitments to ensure that the project comes in on-time and within budget.
  • Experience overseeing multiple subcontractor vendors.
