Job Title: ENGINEERING PROGRAM COORDINATOR (STREETLIGHT ENGINEER) Closing Date/Time: Continuous Salary: $68,016.00 - $117,104.00 Annually
Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County's Transportation Engineering & Operations (TE&O) Bureau within the Department of Environmental Services is seeking an Engineering Program Coordinator. This is a senior engineering position and will be part of the Intelligent Transportation System (ITS) group in TE&O. The primary function of ITS is to manage the County's signal and Streetlight system.

The ITS unit is responsible for maintaining 296 traffic signals along with a growing infrastructure and approximately 7,350 streetlights, which can be controlled from the central system; and tracking/reporting outages for ~11,300 Dominion Virginia Power (DVP) streetlights. The team performs the design, construction, inspections, maintenance and operation of the County's ITS, traffic signals, and streetlights programs, and carries a portfolio of 30-40 capital projects comprising $30M at any given time.

Specific duties include:
  • Providing technical input on Virginia Energy Purchasing Governmental Association (VEPGA) agreements during negotiation and attending Joint Action Committee (JAC) meetings to discuss DVP performance issues;
  • Serving as the County's liaison for DVP related issues and coordinating with DVP's senior management;
  • Assisting with the Streetlight Management Plan (SMP);
  • Researching new LED technology and conducting benefits cost analysis;
  • Developing the Streetlight Capital Improvement Project (CIP) program;
  • Coordinating tools that will improve public outreach and citizen response tracking;
  • Developing standards and policy guidelines for County-owned streetlights;
  • Serving as a primary point of contact for streetlights contracts and procurement;
  • Assisting with the Bureau's and ITS team's strategic planning efforts;
  • Coordinating with VDOT / NVTA and internal staff for upcoming funding opportunities for streetlight projects;
  • Presenting information to the County Board and community groups about capital projects and programs and communicating with residents about County policy on Streetlights as well as meeting with citizen groups to advise them on streetlight program requirements;
  • Managing and providing for the career development of streetlight interns; and
  • Supporting trades managers and trades employees in daily operations and working directly with Professional Engineers and Budget Professionals in the County and with outside consulting firms and other jurisdictions.
The successful candidate will have excellent written and oral communication skills to make technical language comprehensible to other DES colleagues, the County Manager's Office, Departmental staff, County Board members, civic leaders and local residents, and to produce presentations, technical reports, master plans, RFPs, and compliance reports.
 Selection Criteria: Minimum: Bachelor's degree in Engineering, plus significant professional, technical experience in Civil Engineering performing streetlight design and/or utility operations, including at least two years of experience in project or program management of capital improvements for a public utility or jurisdiction responsible for street lighting.

Desirable: Preference may be given to candidates with one or more of the following:
  • Registered as a Professional Engineer;
  • Master's degree in civil engineering or related field;
  • Contract management experience;
  • Experience using AGI-32 software for streetlight design projects;
  • Experience in power utility industry;
  • Experience with streetlight dimming system;
  • Knowledge of asset management software like Cartegraph or similar; and/or
  • Proficiency in Microsoft Word, Excel and Access.

 Special Requirements: Applicant must possess, or have the ability to obtain, a valid motor vehicle operator's license from the applicant's state of residence at the time of appointment. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the applicant's official state/district driving record. Any offer of employment will be contingent upon a favorable review of the applicant's driving record.
 Additional Information: Work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday with infrequent required overtime, meetings (some off-site), and availability for call-back in emergency situations.

Note: Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.
