Job Type: Full-Time Location: 2100 Clarendon Blvd., Arlington *METRO-accessible*, Virginia       Arlington County has an opportunity for an experienced civil engineer to join a nationally recognized organization with a portfolio consisting of urban infrastructure capital improvement projects including multimodal transportation, storm water, green infrastructure, sanitary sewer, water main, and other public works projects. This is an exceptional opportunity for an experienced engineer to contribute to a team of engineers from concept plan development through final engineering design and construction support on complex projects ranging in cost from $100,000 to over $5 million.

The Quality Control and Standards Engineer is responsible for reviewing all plans and bid documents completed by Bureau engineers to ensure compliance with Design and Construction Standards and Specifications, Construction Plan Standards, and Cost Estimating Standards, and general best practices. The employee will be responsible for the review of a large number of plan sets and will quickly assess compliance with design standards and best practices with reviews that must be thorough, comprehensive, and completed with great attention to detail. The employee is also responsible for coordinating with other bureaus to maintain and update design and construction standards and specifications. Projects must be completed in a built-out urban environment.

This position is located in the Engineering Bureau of the Department of Environmental Services which consists of approximately 75 employees who provide full-scale surveying, design, and construction management services for public works capital projects. In addition to the full range of skills which are provided in-house, the Bureau utilizes contractors and consultants to enhance the capacity of projects.

Duties include:
  • Reviewing all construction plan sets and bid documents prepared by Bureau staff for quality control purposes to ensure:
    • plans are constructible and information to contractors is adequate and clear;
    • information is clear and free of ambiguities which may lead to change orders;
    • appearance and content is consistent among various Engineering Bureau designers and teams; and
    • identification of value engineering and design based on emerging best practices;
  • Coordinating and collaborating with other Bureaus in the Department to maintain and update design and construction standards and specifications;
  • Researching public works infrastructure engineering to identify new industry practices and to make recommendations for updating design methodologies and construction methodologies and standards; and
  • Developing quality control checklists to assist designers with self-checking their work.

The successful candidate will have experience working with current design standards and best practices for a wide range of public works urban infrastructure projects in a construction plan production environment; the ability to effectively prioritize review elements under short timelines and tight deadlines; and exceptional collaboration and communication skills. 
 Selection Criteria: Minimums: Qualified candidates must have a Bachelor's degree in Civil Engineering, progressively responsible experience in the design or review of public works capital improvement projects, and PE Licensure in Virginia, or a state with reciprocity.

Desirables: Preference may be given to candidates with the following training or experience:
  • Graduate degree in Civil Engineering;
  • Understanding of typical design practices and methodologies, including drawing/plan set contents and format; 
  • Experience identifying complex design or construction conflicts and evaluating plans for suitability to be contracted for construction; and/or
  • Expert knowledge of the guidelines and standards contained within one or more of the following manuals:
    • AASHTO Policy on Geometric Design of Highways and Streets
    • VDOT Road and Bridge Standards/Specifications
    • VDOT Drainage Manual
    • Virginia Work Area Protection Manual
    • Virginia Stormwater Management Handbook
    • Virginia Erosion and Sediment Control Handbook
    • Manual for Uniform Traffic Control Devices
    • AWWA Manuals for Pipe Design and installation
    • ASCE Gravity Sanitary Sewer Design and Construction

 Special Requirements: Pursuant to Section 27-9 of the Arlington County code, this position requires the completion of "Statement of Economic Interest" (Financial Disclosure) form upon acceptance of employment and annually thereafter.  A background check will be made on all candidates who are finalists for the position.  It may include checks of the following:  criminal record, driving record, education, professional licensure, and credit rating.  You may be required to sign a release authorizing the County to obtain your background information.

Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
