Job Description:

Provides the overall leadership, vision, and supervision for the operation of the Children's Learning Center. Oversees the development and implementation of program curriculum and is responsible for the Center's compliance with state licensing requirements and with family law. Prepares and supervises the center's operating budget, prepares operating schedules, and supervises Center staff.  Collaborates with the College's instructional programs and coordinates use of the laboratory school with the instructional program faculty to include student practicum schedules and student observations.

Work Performed:

Develops and implements procedures, rules and regulations for the Center operation.

•Ensure requirements for health and safety standards are met

•Ability to formulate child care policy decisions deliberated with parent advisory committee.


•Responsible for recruitment, selection, hiring, training, evaluation, classification, scheduling and termination of Children's Learning Center employees.   Establishes and maintains employee personnel files and records in accordance with MSDE OCC (Office of Child Care)requirements.  Provides guidance and support to classroom staff.  Provides for professional leadership and encourages professional growth and opportunities for Children's Learning Center Staff.  Conduct orientations and in-service training programs for staff development Conducts weekly staff meetings for one half the staff and conduct individual meetings bi-monthly meetings to provide a forum for continuing staff communication and development.

•Conducts weekly Team Leader Meetings and monthly all-staff meetings


•Develops and manages the department annual budget.

•Writing, receiving, budgeting and managing the grants at the Children's Learning Center.  Prepares periodic reports on grant activity.

Curriculum Development and Enhancement

•Provides information to increase community awareness of the Center regarding center registration, practices and charges.

•Develop and ensure implementation of curriculum for children enrolled at the center in accordance with state licensing requirements as well as for safety and developmentally appropriate objectives, maintains child development appraisals for participant children; provides liaison services for staff and parental meetings regarding child behavior issues.  Identify special needs children for referral to support agencies, ensure delivery of special needs services.

Community Outreach, Collaboration and Grants:

•Will actively participate in  Howard County's early childhood community such as the Early Childhood Advisory Committee and the National Campus Coalition of Child Care to gain insight and information regarding new initiatives and money streams/grant opportunities at the state and national level.

•Will demonstrate familiarity of new initiatives with MSDE such as experience and/or participation in EXCELS, accreditation, and the Preschool for All grant.

•Will work collaboratively with our grants office to identify and write grants.


•Master's degree with a graduate or undergraduate degree in early childhood education with five (5) years of progressively responsible experience in an early childhood program.

•Meets all requirements for Center directors (up to 150 children) as required by state regulations.

•Knowledge of laws and regulations governing group childcare centers and the child care field. 

•Ability to design and implement internal operating procedures for a campus child care

•Budget Management Experience

•Knowledge of supervising and scheduling classroom teachers

•Ability to develop curriculum and program for children at the Children's Learning Center

• Demonstrated value for diversity


Meets all State of Maryland, Department of Human Services, Child Care Administration requirements to be approved as a director for a center up to 150  children.

Additional Information:

Hours Per Week: 37.5

Work Schedule: 7-3 or 9-5

Compensation: $73,962 plus excellent health insurance, paid leave and tuition reimbursement

Grade: 20

FLSA Status: Exempt from overtime
