JOB SUMMARY:

The Defense Health Agency, National Capital Region Medical Directorate (NCR-MD) is the future of Military Medicine- a partnership in World Class Medical Healthcare. About the Position:
This position is located with the Director of Administration, Department of Logistics in Bethesda, MD. The incumbent serves as a Contracting Officer Representative (COR) with responsibility for advising management regarding all types of healthcare contracting administration and management. Work environment consists of typical office space with cubicles.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as assisting with the acquisition and administration of personal and non-personal services contracts. Advises management on health services contracting programs for personal services of health care providers and non-personal health care services contracts, Establishes initial application and reappointment applications by Health Care Providers for Clinic privileges and or credentialing. Processes incoming security forms, fingerprint cards, and supporting documentation.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education Substitution for Specialized Experience for GS-09: Successful completion of a masters degree or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. HealthCare Management, Business Administration or Health Administration (You must attach a copy of your transcripts with your application package).

Combination of Experience and Education Substitution for Specialized Experience for GS-09: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. You must attach a copy of your transcripts with your application package.

DUTIES:

As a Management Analyst you will assist with the acquisition and administration of personal and non-personal services contracts with entities such as corporations, partnerships, individuals. Analyze requirements and develop performance work statements and specifications for personal and non-personal services contracts for highly specialized medical administrative. Serve as an advisor to management on health services contracting programs. Work regularly with procurement officials and medical treatment facility (MTF) technical representatives on various health care contracting issues. Establish initial application and reappointment applications by Health Care Providers for Clinical privileges. Evaluate the authenticity and pertinence of information to the case. Perform quality assurance reviews, and implementation of appropriate policy and procedures relevant to the security clearances.
