JOB SUMMARY:

About the Agency

This position is in the Chief Information Officer (CIO) Directorate, Information Technology Portfolio Management Office. This office is responsible for managing the Personnel and Readiness Portfolio Management Program, which provides information technology, policy and process re-engineering, architecture development and maintenance, acquisition and investment oversight, and a variety of information management support services for the Office of the Under Secretary of Defense (Personnel and Readiness) (OUSD(P&R)) and Defense Human Resources Activity (DHRA). The CIO reviews all DoD HRM systems for certification as required by law and executes the Information Management (IM) and
CIO responsibilities of the OUSD(P&R) and DHRA. The office is responsible for the definition of enterprise functional requirements and performance characteristics for HRM systems. The CIO provides above support for the entire life-cycle of military and civilian personnel, including recruiting and accession, training and education, assignment and allocation, quality of life and sustainment, support to dependents, and separation and retirement, that have an impact on system and business practices for Service members, civilian employees, and their families, DoD contractors, and the medical, travel, and law enforcement communities, including personnel security. The office also is involved in and supports HRM initiatives with other Federal agencies that have an impact on or are affected by the policies, programs, and practices of DoD
human resource management.

  • Applicants must demonstrate in their resume at least one (1) year of specialized experience that equipped them with the particular knowledge, skills and abilities (KSA's) to successfully perform the duties of the position and is directly in or related to this position. To be creditable, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

    • Working with the Business System and Business System Investment Management certification processes.
    • Analyzing work methods to control and monitor information systems and applications.
    • Managing and organizational principles and practices and comprehensive knowledge of planning and programming regulations, guidelines and processes in order to evaluate complex program functions and/or missions.
    • Conducting Information Technology Portfolio Management analysis.

    In addition to meeting the above qualifications, your resume must also reflect the experience in the following Selective Placement Factor:

    • Substantiating business system information technology (IT) portfolios to ensure IT projects deliver business value resulting in performance and budget efficiencies across Enterprise-Wide operations.

    Substitution of education may not be used in lieu of specialized experience for this grade level.
