Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in Electrical, Mechanical, Industrial or Control Engineering, Computer Science or related field. Minimum of seven (7) years of experience in the area of SCADA/Automation systems (power industry preferred) that includes working with consultants and contractors. Experience with networking, power systems, SCADA communication protocols and control systems are required with a proven ability to troubleshoot complex systems, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.

Or, an equivalent combination of post high school education and a minimum of eleven (11) years of experience in the area of SCADA/Automation systems (power industry preferred) that includes working with consultants and contractors. Experience with networking, power systems, SCADA communication protocols and control systems are required with a proven ability to troubleshoot complex systems, preferably in a rail or transit related environment; OR an equivalent combination of education and experience.

License:

Registration or the ability to acquire registration as a Professional Engineer in one of the signatory jurisdictions of the WMATA compact, i.e., the District of Columbia, Maryland or Virginia is preferred but not required.

Medical Group:

Ability to successfully complete a medical examination.  The incumbent must be able to perform the essential functions of the job.

Job Summary/Duties:

This is a professional electrical, mechanical, industrial and control system engineering work of a complex nature.  Under limited guidance, this position has responsibility for interpreting, organizing, planning, developing, organizing, executing, coordinating, implementing and supporting the WMATA Heavy Rail Supervisory Control And Data Acquisition system (SCADA). Incumbent plans and develops engineering projects, Standards and Best Practices, and acts as technical liaison to individuals within and outside the organization. The incumbent is a subject matter expert on Enterprise Systems, SCADA & PLC’s and embedded control systems for monitoring and control of traction power substations, Tie Breaker station, tunnel ventilations, drainage pumping stations, station mechanical systems and AC switchboard rooms. 

Provides troubleshooting and support to sites with any SCADA technical issues. Performs root cause analysis and repair of escalated technical issues and trends; assists team members as needed to resolve advanced technical issues. Prepares and presents accurate engineering reports on electrical facilities and electrical systems on time.

Provides technical leadership, mentorship, and coaching to team members, contractors and vendors. Holds responsibility for leading others in the design, development, testing, and commissioning and maintenance of SCADA systems used to monitor and control of traction power and AC electrical and mechanical systems. Provides life cycle planning for WMATA control systems, including project and engineering management of controls upgrades, migrations and retrofits.

Formulates and makes recommendations to maximize reliability of site process controls which include RTU, Distributed Input Output, Digital Trace Recorder, SCADA intelligent electronic devices, Network Design, Engineering/Maintenance Intelligence Data Collection, and operating equipment. Collaborates with the IT infrastructure and security teams to architect the SCADA system, design installation, testing of servers, storage and data centers in production and test environments; designs and maintains highly available, secure, and reliable systems.

Develops and maintains standards in coordination with SCADA equipment manufacturers, Protective relays manufacturers and other agency technology groups. Evaluates and selects servers, Remote Terminal Units (RTU), networks, workstations, remote monitoring, control units, test equipment and software. Develops and supervises engineer laboratory test procedures which allow to test new products, develop and implement system enhancements to improve system reliability and performance. Develops and promotes standard operations documentation including procedures, Preventive maintenance instruction, Test procedures and checklists.
