Job DescriptionLEAD SYSTEMS ENGINEER EDUCATION REQUIREMENTSBachelorA cents € (TM) s degree in engineering, math, or related scientific field required. A MasterA cents € (TM) s degree or PhD is strongly desired (advanced degrees may count for additional years of experience).EXPERIENCE REQUIREMENTSThe position requires 15+ equivalent years of experience in systems engineering and analysis.Specific experience supporting the Federal Aviation Administration (FAA) is required. o At least 5 years of experience in systems engineering for air traffic control automation systems developing requirements and specifications.o At least 5 years of experience developing technical documentation such as white papers, briefings, program requirements documents, requirements specifications, and other documentation for air traffic control systems.A cents € A MasterA cents € (TM) s degree or PhD is desired and may count for additional years of experience.DUTIES/RESPONSIBILITIESProvide STARS Systems Engineering support, Functionality and Requirement Development, Implementation, Deployment, and Logistics Support. Specific duties and responsibilities may include:Systems Engineering Supporto Support the planning and definition of potential changes to the STARS system during the lifecycle of the STARS Programo Develop and/or support the development of system technical documentation (eg requirements, shortfall analysis, safety assessments, investment analysis plans) for the TRACON STARS automation capabilities.Functionality and Requirements Developmento Support the development of system technical documentation for requirements changes and enhancements to STARS system functionality.o Develop and provide technical support for program documentation (eg Concepts of Operations (CONOPS), STARS requirements, and Request for Proposal (RFP))o Provide updates to the STARS System Specification Document (SSD), STARS Final Program Requirements Document (fPRD), and other program requirements documentso Prepare and provide technical review of NAS Change Proposals (NCPs)o Analyze and assess impacts of proposed requirements changes across hardware, software, and systems integration, and external interfaceso Analyze and review STARS computer networking approach/architecture and provide alternatives as neededSystems Engineering Support to Operationso Evaluate, track, and prioritize Problem Trouble Reports (PTRs)o Analyze system performance issues related to latencies, response times, and/or workloadso Identify and analyze alternatives for resolution of issues identified during system development and deploymento Support technical analysis and review of Engineering Change ProposalsSTARS Implementation, Deployment, and Logistics Supporto Coordinate with stakeholders such as Terminal 2nd Level Engineers (TSLE), National Air Traffic Controllers Association (NATCA), Mission Support Services (AJV), Professional Airway System Specialists (PASS), and Technical Operations Services to facilitate planning and incorporate stakeholder Implementation, Deployment, and Logistics objectives.o Implementation SupportCollaborate with the Program Control, Acquisition, and Systems Engineering groups in support of Preparing Baseline Change Requests (BCR), Updating and maintaining configuration data, Developing, updating, and maintaining program schedules, Participating in Risk, Issues, and Opportunities (RIO) process, Analysis of End of Life (EOL) for STARS systems, Acquisition planning, Reviewing proposals for approval/disapprovalo Deployment SupportProvide support for site design, including coordination, review, and approvalsAssist with all phases of acceptance activitiesPrepare contract letters to direct the Prime Vendor per assigned sitesPlan and coordinate on-site activities for Site Surveys, Site Implementation Planning and Reviews, Government Furnished Equipment (GFE) deliverables, Weekly telcons during project phases from site survey through decommissioning, Maintenance of data and status via KSN, and site presentationsCoordinate with Prime VendorA cents € (TM) s Project Engineer and FAA stakeholders (eg Engineering Services, Federal Telecommunications Infrastructure (FTI), and Logistics)o Logistics SupportDevelop and maintain training plans for STARS air traffic and technical operations.Plan, coordinate, execute, and provide status of logistics activitiesSKILLS REQUIREDExpertise in Systems Engineering, Software Development, Implementation, Deployment, and Logistics relevant to FAA systemsExtensive and detailed knowledge of FAA NAS systems and the AMS life cycleHigh level of proficiency with MS Excel, MS PowerPoint, MS Project and other MS Office and other relevant software tools.Strong analytical background and excellent communication and interpersonal skills. Extensive experience managing client relationships.TRAVELMust be available for occasional travel.
