Job Description: Applications Development Team Lead Position Description The Applications Development Team Lead will be integral to implementing rapid application development, test-based design, and leading the adoption of Agile and leading an Agile development team. The technology stack is flexible, though primarily focused on the Microsoft .NET Framework. The Applications Development Team Lead will provide technical expertise and team leadership through coaching and mentorship. Duties and Responsibilities: Implement and utilize agile methodologies for successful project delivery. Work closely with business analysts to transform functional user requirements and user stories into technical requirements. Collaborate with other software developers, business analysts and software architects to plan, design, develop, test, and maintain web-based and desktop-based business applications. Work with the team to guide and develop technical architecture for systems that satisfy a functional use case. Work with and lead teammates in the selective migration of legacy applications and data into G-Suite for Enterprise, and the pruning of applications that have drifted from their actual use cases. Evaluate the feasibility of adoption and tailoring of new technologies or platforms to present-day business processes. Enforce strict traceability to discrete user stories and functional use cases. Participate in peer-reviews of solution designs and related code. Ensure application security, integrity, and availability. Work with scrum master, stakeholders and customers to align with IT strategic direction. Assist in the collection and documentation of user requirements, development of user stories, estimates and work plans. Assess opportunities for application and process improvement and prepare documentation of rationale to share with team members and other affected parties. Prepare reports, manuals, and other documentation on the status, operation, and maintenance of software. Provide tier three support to business users of the applications the team develops. Maintain high standards of application quality within the team by following and enforcing best practices. Provide leadership to teammates through coaching and mentorship. Act as a technical escalation point for members of the team. Identify and encourage areas for growth and improvement within the team. Desired Skills & Experience Minimum Requirements 5+ years' experience as an Application Developer. Prior experience in a technical leadership position. College or University degree in Computer Science or a related discipline. Minimum DoD Interim Secret Clearance. DoD 8570.01 IAT Level II or higher certification (GSEC, Sec+CE, SCNP, SSCP). Core Competency Requirements Cloud exposure including development work with third party APIs. Prefer experience with development in G-Suite and Google Apps. Experience implementing and maintaining Agile methodologies including Kanban and Scrum. Proficient with Microsoft .NET 3.5+ development using an MVC platform. Comprehensive understanding of object-oriented and service-oriented application development techniques and theories. Internally motivated, able to work proficiently both independently and in a team environment. Strong communication skills with both internal team members, line management and external business stakeholders. Able to unearth and implement improvement to solutions, systems, and processes. Experience or familiarity in developing secure applications, applying DISA STIGs for applications and websites, and utilization of application scanning tools and vulnerability mitigation. Familiarity with developing applications that are compliant with 508 standards.
