Requisition ID: 187681 SUMMARY: Performs general or discipline cost estimating, analysis, and control activities for project and/or proposal efforts in the heavy civil and/or rail businesses. Performs historical data analysis and maintains historical databases. Supports estimate reporting and reviews. Executes simultaneous tasks within broadly defined parameters. ESSENTIAL JOB DUTIES: The following duties are performed with respect to Estimate Execution, the process of conducting an evaluation of services and/or capital cost elements of a project or effort as defined by an agreed-upon scope that will be used to make key management decisions: Performs quantity takeoffs for a discipline or commodity specialty using defined documents. Collects, reconciles, and verifies data for summary comparisons. Prepares portions of estimates by contacting project team and others, including vendors, to develop and apply unit rates and installation rates to quantity takeoffs and work operations within a discipline or other specialty. Produces cost estimates using crew-based approach including formation of crews from multiple crafts. Provides input to estimate basis documentation capturing assumptions, rationale, scope inclusions and exclusions for specific contributions. Supports reporting efforts and estimate summary presentations for estimate reviews. Identifies risk items and assigns risk levels to portions of the project work; identifies measures to mitigate risk. Evaluates productivity and develops probable construction cost based on crew craft productivity. Provides support for special estimating and other assignments, including post-Proposal support converting the estimate to a budget (budgeting, revenue loading, data entry and collection, etc.) JOB KNOWLEDGE: Demonstrated intermediate understanding of Estimating core processes requiring minimal direction and supervision. Knowledge of EPC estimating practices, methods/processes, and procedures in addition to the various estimate components, types and classifications. Basic knowledge of project controls concepts, practices, and procedures, specifically project schedules, work breakdown structure, and budgets. Experience in performing quantity takeoffs, statistical analysis, and report writing. Skill in understanding technical processes, engineering drawings, quantity determinations, and financial records. Familiar with commercial terms and conditions (contractor relationships, currency exchange, taxation, inflation, insurance, escalation, etc.) and with market pricing in area of specialization. Basic knowledge of construction methods and construction practices. Basic knowledge of financial report systems, Controller account codes and understanding of Controller Instructions that impact estimates. Knowledge in the use of technology for executing work processes. Proficiency in basic Microsoft software applications currently being used by Bechtel (Word, Excel, Access). Basic knowledge of scheduling software used by Bechtel (Primavera, Microsoft Project). Ability to communicate effectively with others in a project team environment. Basic Qualifications Bachelor's Degree in engineering, construction management, business management or related field OR minimum of 5 years of experience in lieu of degree. Previous experience in the Construction industry A minimum of 2 years of experience in Estimating or Project Controls Must demonstrate advanced level of expertise in the use of MS Word and MS Excel, typically acquired through multiple years of experience. Knowledge of engineering and/or construction management The right to work and remain in the United States without sponsorship Preferred Qualifications Experience with capital cost estimate development Experience in Heavy Civil, Light Rail Transit systems and or highway estimating Demonstrated ability to readily analyze estimate data and correlate to other projects and to conceptualize the total project scope. Ability to perform productivity analysis of construction operations and verify results by staffing and crew analysis of work operations by craft Ability to review proposal provisions related to schedule/cost engineering and material control, and develops supporting data for contract negotiations. Develops bid evaluation cost and schedule criteria and prepares bid evaluations Must demonstrate advanced level of expertise in the use of MS Word and MS Excel, typically acquired through multiple years of experience.
