In response, the Department of Homeland Security (DHS) and Homeland Defense in the Science and Technology (S&T) Directorate was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenge. These technological solutions are then able to be used by agencies in the Homeland Security Enterprise, such as Transportation Security Administration (TSA), Customs and Border Patrol (CBP), US Coast Guard (USGS), Citizenship and Immigration Services (CIS), Federal Emergency Management Agency (FEMA), First Responders, Domestic Nuclear Detection Office (DNDO), Immigration and Customs Enforcement (ICE), Office of Health Affairs (OHA), US Secret Service (USSS), and the National Protection and Programs Directorate (NPPD). Our clients explore, support, sponsor, and enable the cutting-edge research in the public and private sectors that can be leveraged and transitioned quickly to support the needs of first responders, law enforcement professionals and other members of the homeland security enterprise. In this capacity, DHS S&T serves two primary functions with respect to technology advancement: * The first is as the primary research and development arm of the DHS which manages science and technology research, from development through transition to usable tools. Noblis and Noblis ESI support DHS S&T to provide technology and operational solutions to senior decision makers in the initiatives to monitor those threats and capitalizes on technological advancements at a rapid pace. * Secondly, is as the DHS organization that develops partnerships with other Research and Development entities in the government agencies, universities, and the commercial market to discover new technologies under development, develop a long-lasting R&D commercial pipeline, and anticipate technological trends. Noblis is positioned to provide support to DHS S&T on developing and implementing programs that identify, evaluate, and commercialize technologies into products or services. How: We are seeking a Senior Engineer to focus on acquisition, program management, and technology transition for homeland security technical efforts, who will perform tasks including, but not limited to: * Problem definition, analysis and requirements development* Make recommendations and advis on systems develop;ment, improivements, optimization, and support efforts* ROIsk assessmentsand analysis using modeling and simulation techniques* Technical tyraining and quality assurance Activities * Requirements analysis* Feasibility analysis * Special studies and analysis * Project and Program Management support* Budget and financial management Qualifications: Who: * Bachelor's degree (BA or BS) in business, security, science, or related technology field. * Must have 10 years experience in systems engineering technical work that could include full life-cycle activities in multiple disciplines (eg general/civil/software/IT) activities involving concept development and requirements analysis; must have experience and ability to refine requirements and work with other engineers to determine best application of technology* Minimum of Five years of hands on experience supporting major engineering efforts, and may include supervision of engineering staff in the direct execution of major acquisition efforts involving concept studies * Must have demonstrated experience in development, functional, and data reuirements analysis and design programming, and documentation preparation for complex systems* Capable of handling assignments involving analysis, preliminary production, planning, requirements definition, traceability, optimization, and evaluation of one or more alternative technical approaches and associated costs for creating or upgrading performance of a system or activity. * Excellent communication, written, and organizational skills* Ability to work on multiple projects which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completion* Flexibility/Adaptability to work in a fast-paced environment* All Noblis ESI employees are expected to seek and assume higher levels of technical responsibility, manage time effectively across more than one initiative, and apply sound technical judgment.* All Noblis ESI employees must be able to demonstrate excellent relationship building and management skills.* Secret Clearance required.
