Responsibilities: The Citizen Services Mission Area (CS) provides guidance and support to its clients in the areas of program and acquisition life cycle management, information technology systems modernization management, applied telecommunications and networking, applied contact centers, and serves as a uniquely neutral technology clearinghouse and information sharing institution. CS is building a behavioral analytics team to support a wide variety of client needs focused on detecting fraudulent electronic transactions/usage. Team members will work collaboratively with the Noblis data analytics architects and data scientists to design and implement an offline and near real time analytics capability, visualization and a near real-time dash boarding and visualization capabilities to support Federal Agencies in strengthening their security posture against fraudulent web transactions to support Federal Agencies in strengthening their security posture against fraudulent transactions. As part of the design and implementation effort, the data analytics developer will participate in various aspects of the implementation, including development of applications for parsing, ingesting, and synthesizing large scale system/communications logs, development of analytical data sets, and development of high-quality automation code for continuous data processing. The Data Analytics developer will work closely with government personnel and other Noblis professionals in a team environment. Responsibilities include:Support the design and development of "end to end" electronic transaction visibility, including large scale processing, integration, and analysis of system logs and databases.Conceptual design and development of data ingestion processes, including development of parsing algorithms and scripts to automate log ingestion and synthesis.Support the design and implementation of data integration across data analytics infrastructures.Identification of analytics approaches, and development of supporting analytical data sets.Development of dashboards and reports to assess data performance and quality control.Assist with the development of project status briefings and dashboards for Agency executivesInteract with client project team members and operational staff Qualifications: Bachelor's degree in a computer science or a technical discipline required. Five or more years of experience developing production quality Perl code.Highly focused, detail-oriented temperament are required.Experience in the design, development, integration, testing, and implementation of a large scale data setsSolid knowledge of data processing tools/languages including Perl, SQL, Bash, etc.Experience with other languages that have advanced the candidate's skill at building efficient code are valued.Proficiency in the Linux command line environmentStrong ability to navigate and process large log files in a Linux command line environment, including use of vi editor for application development.Strong analytic and creative problem solving abilities are requiredHighly inquisitive with an ability to work both independently and in collaborative settingStrong teamwork, communication and interpersonal skillsStrong communication, written, and organizational skillsAbility to work on multiple aspects of a large scale project which includes prioritizing, tracking, attention to detail, follow-up and follow-through to project completionComprehensive knowledge and understanding of Internet web transactions, traffic flows are preferred.
