Job Description Our client in Ashburn, VA has a Full Time job opening for a Director of Contracts: Job Responsibilities: Provides life-cycle management of a variety of business agreements including prime contracts, subcontracts, orders (task, delivery, purchase), consulting agreements, teaming agreements, and non-disclosure agreements; Provides subject matter expertise on government contracting process and procedures needed to comply with the FAR, FAR supplements and other procurement laws and regulations Reviews and advises on solicitations and prepares responses for proposals, bids, and contract modifications; Assists in the development of proposals, especially with respect to RFP/RFQ analysis including risk assessment and compliance, the legal offer, pricing and negotiation Leads effort to upgrade and enhance contract administration using software tools. Assists the Quality Team in defining process, procedures and SLA levels for contract deliverable responses. Reviews CPAR entries and leads negotiations with the government were applicable. Provides corporate managerial oversight of the company's procurement and contracts management process in accordance with established corporate documents and procedures Provides input to executive team for the updating of procurement and contract management policy and procedure, contract management resources and the relationship of contract management activity with other corporate activities such as accounting and operations Establish and maintain client relationships to ensure client satisfaction and open communications through contractual and legal channels Prepare requests for proposals for subcontractors or teaming partners; Provides contractual guidance to business or commercial team members with respect to Statements of Work and or pricing/financial portions of contract terms. Manages contract change control process. Develop negotiation strategy and lead negotiation teams on key contractual issues. Analyze new laws, regulations and contract trends for potential impact on business unit goals and objectives. Initiates company guidance to internal business teams on corporate goals and objectives relating to contract activity. Serve as focal point for all communication with finance and business team disciplines for resolution of contract issues and disputes. Administer contracts/subcontracts to ensure compliance with requirements and maintain appropriate documentation/tracking. Assist in new business pursuit and associated contract strategy. Assist in identification, development and implementation of new contract policy and processes. May mentor and train less experienced contract professionals. May participate in development of less complex alliances and partnering agreements. Analyze significant contract or programmatic requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, corporate policies and business unit procedures; Ensures records are maintained and updated, as required in various government automated systems and portals including SAM, GSA Advantage, GSA eOffer/eMod, eSRS and any other relevant systems/portals. Other duties as assigned Job Qualifications: Degree in Business, Finance, Contract Management or related field 10+ years directly relevant experience with a strong background in government services contracts/subcontracts administration, or equivalent combination of experience and education Excellent knowledge of Federal Acquisition Regulation (FAR), government contracting rules and regulations Deep experience with government pricing strategy and cost proposal development Ability to work well with governmental contracting officers when necessary. Demonstrated ability to aggressively negotiate all types of government contracts, particularly Fixed Price, Cost Plus and Time & Materials contracts Ability to understand, review and submit financial reports Ability to react quickly in a rapidly changing environment Excellent organizational skills and ability to multitask; excellent interpersonal skills and the ability to motivate staff and communicate clearly Ability to draft contractual instruments in accordance with prescribed templates and guidelines. Use of independent judgment and creativity applied to resolution of contract issues. Strong internal and external negotiation and analytical skills.
