Project Coordinator - (BDCD - P3 Real Estate Development)
Manages real estate development projects from the development lifecycle at the early site identification and acquisition phase through due diligence and financing, to design, construction and the turnover to the operations. Responsible for the development process from start to finish with knowledge of process, phases and services involved, including site selection, market analysis, master planning, land use and entitlement process, finance, design and construction. Legal and transactional skills are also beneficial to handle the contracts, agreements, risks and liability concerns present in development projects.
Provides for the strategic planning, project management, and financial oversight in new development projects while maintaining the highest standards of excellence in quality. Provides strong leadership and problem solving skills to address challenges and issues that need to be overcome in every development project, and to lead the process so that budgets and schedules are met and the outcomes are consistent with quality expectations.
- Negotiate key aspects of project development agreements with county legal team, county stakeholders, and private developers;
- Evaluate financial aspects of competing project development proposals;
- Prepare and evaluate detailed total project budgets and development and project schedules;
- Develop and manage request for proposals and procurement process to create public private partnerships for the development of a wide range of projects for public use;
- Assist in the development of the public private partnership agreements, manage the agreement implementation, maintain positive partnership relations, and partner with a wide range of stakeholder to address and resolve challenges inherent in such development projects;
- Lead and manage a large team of professional consultants to ensure effective project delivery;
- Manage the site Due Diligence process in order to ensure that all development risks are identified and quantified;
- Manage the approval and permitting phase of the development process, including land use and entitlement process, and ensure approvals, are in line with County proprietary and regulatory requirements. Maintain positive relationships with regulatory agencies, boards and commissions to ensure same;
- Communicate and manage all issues and risks affecting the projects;
- Communicate project status to project participants and stakeholders accurately and on time. Develop and implement solutions to correct issues;
- Perform highly technical reviews of development plans and design and construction documents for capital projects;
- Oversee work performed under consultant contracts and maintain professional control of projects to completion;
- Provide leadership in continuous process improvement initiatives;
- Prepare and make presentations to boards, commissions, committees, senior management, and the general public;
- As needed, serve on leadership and management working groups, including business area teams;
- Serve on technical committees and provides expert testimony at public hearings.
- Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering, urban planning, land development, or related field;
- Knowledge of the principles and practices of contract procurement and management;
- Knowledge of codes and ordinances that apply to building development in Fairfax County;
- Ability to review design documents, cost proposals, and construction documents for compatibility with county standards, guidelines and operational needs;
- Ability to manage multiple projects at one time, balance priorities and deadlines
- Ability to collect and compile research data;
- Ability to oversee and coordinate the work of a multi discipline consultant teams;
- Ability to communicate clearly and effectively both orally and in writing and interact effectively with the public;
- Ability to prepare technical reports and to present findings in a clear and concise format;
- Ability to negotiate with individuals and groups internally and externally;
- Ability to develop an expansive professional network with other organizations;
- Ability to identify and manage the internal and external processes and requirements that impact the projects;
- Ability to identify and manage competing interests of the project stakeholders.
Any combination of education, experience, and training equivalent to the following: graduation from an accredited four year college or university with a bachelor's degree in urban/regional planning, architecture, landscape architecture, engineering, or a related field, and six years of progressively responsible experience in or affiliated with land planning and/or redevelopment.
The successful possesses the following:
- Possession of a valid Virginia Professional Engineer (PE) or Architect (RA) license.
- Significant experience in dealing with public and private development partners in creating high quality development proposals, conducting comparative analysis of competing development options, and negotiating complex project development agreements.
- Project management experience on highly complex building and land development projects. Highly motivated, with exceptional communication and team working skills.
- Able to work in a fast-paced collaborative team environment, and oriented toward providing outstanding customer service to end users and project stakeholders.
- A degree in civil engineering or architecture.
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer. Must obtain necessary training to assist in emergency response situations. Reports to the county's Emergency Operations Center (EOC) as needed to support DPWES Emergency Response and Recovery. May be required to report to the EOC after-hours and work 12-hour shifts at the EOC as needed. Must be trained and prepared to assist DPWES in emergency situations.
A valid driver's license
