Program Director - FDA
Job Description Perform as a key member of management team responsible for meeting cost; schedule and quality requirements for a portfolio of large; multi-year software architecture, design and development, operations and maintenance and support programs *Minimum of 5 years of experience managing and leading performance on large contracts or programs supporting FDA* Must have experience managing; controlling and/or directing technical efforts on large; complex professional services programs. Directs and is responsible for the successful completion of all tasks in assigned program area including technical and financial work. Supervises assigned technical and administrative staff; including subordinate managers; and performs personnel actions including hiring and performance evaluation. Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities; negotiate tasks; and solve problems. Responsible for profitability and revenue growth of assigned programs. Experience with the management and supervision of a significant number of multi-disciplinary staff (50 persons or more) of various labor categories and skills. Demonstrated written and oral communication skills; including experience in presenting material to senior Government officials. At least five years of demonstrated excellence in planning; directing; and managing complex IT projects or operations in excess of $12M per year. Assures quality of program products; services; and deliverables; including participating in reviews; audits; and site visits. Knowledge of; and experience with; configuration management and quality assurance concepts and guidelines; including familiarity with International Organization for Standardization (ISO) 9001:2000; Institute of Electrical and Electronics Engineers (IEEE); and the Carnegie Mellon's Software Engineering Institute (SEI) CMMI standards; Knowledge of; and experience with; the 508 of the Rehabilitation Act: Electronic and Information Technology Accessibility Standards; and how the Act impacts requirements similar to those of the Task Order; Knowledge of; and experience with; Earned Value Management (EVM); Knowledge of; and experience with; Health and Human Services (HHS) Enterprise Performance Life Cycle (EPLC) management process.; Knowledge of; and experience with; information security; Knowledge of; and experience with; help desk support and operation; Knowledge of; and experience with; Agile and DevOps software development and testing methodologies; Significant experience managing cost type task order/contracts with performance metrics; Performs business development activities; including the preparation and review of technical and cost proposals. Performs program financial management services; including financial analysis; budget and cost quote preparation; cost management; reconciliation; and profit enhancement. Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances. Develops; reviews; and approves plans; schedules; consulting agreements and other program documents. Prepares and provides various reports and technical reviews to senior management as requested. Ensures compliance with relevant corporate and government policies and standards. Participates in special projects as required. Demonstrated skill in managing projects within estimated cost while delivering on schedule; Knowledge of industry and government best practices; Education Bachelors Degree in a related business or technical discipline, or the equivalent combination of education, technical training, or work/military experience. Masters Degree preferred. Professional certification (PMP) preferred. Qualifications 12-15 years of related program management experience In addition to experience performing the job responsibilities outlined above; the following experience is strongly preferred: *Must exhibit the qualities of a successful business leader; including but not limited to: corporate/strategic vision; collaborative behavior; strong organizational and analysis/decision-making skills; strong financial and resource management skills; with demonstrated ability to manage other leaders. * Requires technical background and highly developed communications skills to produce and deliver executive-level reports and briefings. *Demonstrated experience successfully managing the delivery or oversight of IT Enterprise-wide Operations and Maintenance (O&M) services in the FDA Community. * Demonstrated experience with a Managed Services business model. * Demonstrated experience with incentive-based contract vehicles. * Demonstrated experience with T&M.
